Councilmember Hendriksen stated that the Committee had given direction to send out a letter to <br />the residents along Dysprosium informing them that the State is demanding that the speed humps <br />be removed or the street be removed from the MSA system which would require the City to pay <br />funds back to the State. <br /> <br />City Administrator Norman replied that there was some confusion at the Council level, which <br />made it unclear to staff as to what direction they should take. <br /> <br />Councilmember Hendriksen stated that the intent of the letter was to make the residents aware <br />that the City was fighting to keep the speed humps. <br /> <br />Councilmember Connolly stated that because of the proposed development along Dysprosium <br />Street it would not be an appropriate time to send the letter to the residents. <br /> <br />City Engineer Jankowski reviewed the proposed development explaining that the development <br />will not have a large impact on Dysprosium Street. <br /> <br />Councilmember Hendriksen inquired as to what would happen if Dysprosium Street was <br />removed from the MSA system. <br /> <br />City Engineer Jankowski replied that the City would have to pay back funds, but he was unclear <br />as to where they pay the funds back to. <br /> <br />Councilmember Hendriksen suggested putting together a five year plan that would remove <br />Dysprosium Street in 2005 from the MSA system. <br /> <br />Councilmember Connolly replied that the City still needs to do some traffic calming. <br /> <br />City Engineer Jankowski suggested bringing out the curb lines, adding sidewalks and increasing <br />the landscaping. <br /> <br />Councilmember Zimmerman stated that Dysprosium Street is an issue that needs further <br />discussion at the full City Council level. <br /> <br />Consensus was to leave the MSA plans as they are and direct staff to locate the additional 1.95 <br />miles and discuss the Dysprosium issue at a later date. <br /> <br />Case #4: Corridor Modifications to Introduce Right-of-Way Ordinance <br /> <br />City Engineer Jankowski stated that on January 25, 2000, the City introduced a right-of-way <br />ordinance that was drafted based upon a model ordinance developed by the League of Minnesota <br />Cities. Representatives from Connexus Energy requested that passage of this ordinance be <br />delayed to give City staff an opportunity to meet with Connexus to discuss concerns regarding <br />the ordinance.
