Case #5: Mississippi River Crossing Preference

City Administrator Norman stated that at the City Council meeting of November 23, 1999,
County Commissioner Dennis Berg and County Engineer Jon Olson, appeared before the City
Council to discuss various public works issues. One of the items discussed involved the
proposed crossing of the Mississippi River. County Engineer Olson stated that the reason the
current Anoka County 2015 Transportation Plan included the proposed crossing of the
Mississippi River at the Mississippi West Regional Park area is because it had been done at the
request of the City of Ramsey. It was further noted that if the City of Ramsey desired to change
the location of the proposed Mississippi River bridge crossing, then it would be appropriate to
provide documentation of the proposed river crossing location.

Motion by Councilmember Hendriksen, seconded by Chairperson Zimmerman, to recommend
that City Council adopt the resolution asserting the proposed Mississippi River crossing
preference.

Motion carried. Voting Yes: Councilmember Zimmerman, and Councilmember Hendriksen.
Voting No: None

Case #6: Consider Entering into Traffic Control Signal Agreement No. 79972M

City Engineer Jankowski presented the Committee with a proposed agreement with MnDOT
which outlines the maintenance responsibilities of the City in conjunction with the new signals
on T.H. #47, to be installed at C.S.A.H. #5/Xkimo Street, 149th Avenue/Sunwood Drive and
153ra Avenue, but noted that his recollection of who takes care of what is different than what is
included in the document.

Motion by Councilmember Hendriksen, seconded by Chairperson Zimmerman, to table the issue
for further information.

Motion carried. Voting Yes: Councilmember Zimmerman, and Councilmember Hendriksen.
Voting No: None

COMMITTEE INPUT

Councilmember Hendriksen requested that staff develop a resolution similar to the one in Case
#5 for the realignment of T.H. #47 and initiate the process for the upgrading the preservation
status of T.H. #47 to construction status.

Councilmember Zimmerman inquired if the City is in the process of obtaining any of the
easements for the extension of C.R. #116 past C.R. 83.

City Engineer Jankowski replied that he will research the information.

Public Works Committee/March 21, 2000
