CC Regular Session 5.8. <br />Meeting Date: 02/28/2023 <br />By: Bruce Westby, Engineering/Public Works <br />Information <br />Title <br />Adopt Resolution #23-048 Approving Plans and Specifications and Authorizing Advertisements for Bids for <br />Improvement Project #23-08, 2023 Crack Seal Improvements <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #23-048 approving plans and specifications and authorizing <br />advertisements for bids for Improvement Project #23-08, 2023 Crack Seal Improvements. <br />Background: <br />As part of the City of Ramsey's proactive Pavement Management Program, the City annually hires contractors to <br />seal cracks in bituminous pavement on up to 25 miles of public streets, depending on the scope and severity of <br />cracks and available funding. Crack sealing protects existing pavement by preventing stormwater runoff from <br />seeping through cracks in the pavement and joints between the pavement and concrete curb and gutter and utility <br />castings, minimizing future damage due to wet subgrade soils, especially during freeze -thaw cycles. <br />Typically, the city will crack seal bituminous pavement 3 years after a street is constructed, after it receives an <br />overlay, or after it is reconstructed, then generally every 7 years after until it receives another overlay or is <br />reconstructed. However, crack sealing is generally performed on pavement sections with Pavement and Surface <br />Evaluation Rating (PASER) values between 7 and 10, which City staff assigns on an annual basis. Therefore, the <br />actual time between crack seal improvements on a given street segment depends upon the physical condition of <br />the pavement as it ages. <br />In 2023, Staff proposes to seal cracks in the bituminous pavement on almost 19 miles of public streets as <br />highlighted in red on the attached 2023 Crack Seal Improvements Plan. These street segments generally have <br />PASER values between 7 and 10, though a few have PASER values of 5 and 6. All street segments with PASER <br />values of 5 total 4,124 feet (0.8 miles), while all street segments with PASER values of 6 total 9,137 feet (1.7 <br />miles). These street segments are proposed to receive crack seal improvements because they are either within a <br />larger area of streets having PASER values of 7 or higher so staff is attempting to maintain all street segments <br />within the areas on the same schedule, or because the street segments are not identified within the CIP as <br />receiving improvements within the next 10 years so the intent is to limp these streets along as cost-effectively as <br />possible until they are added to the CIP. <br />Attached is a street segment summary for all streets proposed to receive crack seal improvements in 2023. <br />Notification: <br />If Council approves plans and specifications and authorizes advertising for bids, bids will be advertised on <br />Friday, March 3, and again on Friday, March 10, 2023, both in the City's official newspaper, the Anoka County <br />Union Herald, as well as in Finance & Commerce. <br />Staff does not mail letters to property owners for crack seal improvements since the work occurs quickly and has <br />little to no impact to the traveling public or abutting properties. Mailing notices would therefore incur additional <br />project costs with little to no public benefit. Instead, the Engineering department maintains a project webpage, <br />which will be updated as new information is made available throughout the project. <br />
