Previously, the City entered into Partnership Agreement 79780-P
and also into Agency Agreement 80003 with MnDOT. The City has also been requested to enter
into a Signal Agreement with MnDOT and Anoka County to define the responsibilities
associated with the signal. This signal agreement is being placed as a separate case for
consideration tonight. Mr. Jankowski stated MnDOT has advised the City that it must enter into
another agreement with MnDOT before the contract for the construction can be awarded to the
low bidder. He presented a revised agreement for the members to review and pointed out several
sections for discussion. City Engineer Jankowski noted the right of way easements and permits
needed through this agreement. He stated the right of access between 142na and Xkimo needs the
smooth flow of traffic and that this would be provided by the City and not MnDOT. City
Engineer Jankowski reviewed the State funding for the project as being a lump sum rather than a
percentage of the total project cost. He explained that the funds provided by the State would be
over the anticipated $500,000 for this project. City Engineer Jankowski recommended approval
of the contract.

Councilmember Connolly asked when the houses in this project would be moved.

City Engineer Jankowski stated the road restrictions would be lifted at the end of this week and
the homes would be removed soon after this time.

Chairperson Zimmerman asked if the house movers have been contacted as to when they are
going to start.

Public Works Committee/April 18, 2000
