Director of Public Works/Fire Chief Kapler noted this was the plan and he would contact Donna <br />Matson of ACCAP to determine the exact starting date. <br /> <br />Commissioner Connolly asked when the wells in this area would be abandoned. <br /> <br />Public Works Supervisor Reimer stated the wells have been abandoned and caps have been <br />placed on all wells. <br /> <br />Commissioner Connolly thanked staff for attending to these sites and making sure the area is <br />secure and clean. <br /> <br />Motion by Councilmember Connolly, seconded by Chairperson Zimmerman, to recommend City <br />Council authorize execution of a Signal Agreement with MnDOT and Anoka County to define <br />responsibilities associated with the signal contingent on review by the City Attorney. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman and Councilmember Connolly. Voting <br />No: None. <br /> <br />Case #2A: Award of Bid for T.H. #47 Reconstruction to Richard Knutson, Inc. <br /> <br />City Engineer Jankowski asked that the Committee review the bid and recommend the City <br />Council authorize the City to enter into a contract with Richard Knutson, Inc. for the <br />reconstruction on T.H. #47 in the amount of $4,288,321.34. <br /> <br />Motion by Councilmember Connolly, seconded by Chairperson Zimmerman, to recommend City <br />Council authorize and award the T.H. #47 reconstruction contract to Richard Knutson, Inc. <br />contingent on review by the City Attorney. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman and Councilmember Connolly. Voting <br />No: None. <br /> <br />Case #3: Update on 149th Avenue Storm Sewer Project (Improvement Project #00-23) <br /> <br />City Engineer Jankowski presented the CIP describing the storm sewer project that is planned to <br />be constructed in conjunction with the T.H. #47 STP project this year. The storm pipe extending <br />across T.H. #47 will be constructed and funded as a portion of the highway project. He <br />explained the remaining work was to be funded through the storm water utility funds. City <br />Engineer Jankowski stated the City is doing this project to eliminate the rising and falling of the <br />water level of the storm pond near T.H. #47 and 149th Avenue. He explained houses nearby are <br />concerned about the flooding of the area, which is a main reason this project needs to be <br />completed. He provided the committee members with the hydrograph of the water level in the <br />storm pond. City Engineer Jankowski stated there is currently a 5.25 day waiting period for the <br />draining of the pond to its natural level. City Engineer Jankowski stated the first suggestion <br />would be a squash pipe that could be put in this pond at a cost of $36,000 to avoid flooding of <br /> <br />Public Works Committee/April 18, 2000 <br /> Page 3 of 6 <br /> <br /> <br />
