City Engineer Jankowski responded the land could probably be sold to adjacent property owners <br />as surplus land. <br /> <br />Councilmember Hendriksen inquired what the difference would be fi.om the purchase of the 40 <br />acres or the 16-foot easement. <br /> <br />City Engineer Jankowski stated they would look at valuing the one-half acre at $7,400 and <br />$3,552 is value of the 16 foot strip <br /> <br />Councilmember Hendriksen asked if he was talking about the entire acres or the 16-foot piece <br /> <br />Chairperson Zimmerman noted the City wants to acquire the 80 foot right-of-way and asked <br />what the price would be. <br /> <br />Councilmember Hendriksen asked how the issue went from acquiring an easement right-of-way <br />for the road to acquiring the entire parcel. <br /> <br />City Engineer Jankowski explained Page 4 which illustrates in shading what they had originally <br />figured as the description for parcel //7. He reviewed the areas involved with the drainage <br />easement, temporary construction easement, and right-of-way. City Engineer Jankowski stated <br />that perhaps a homestead could be built on a portion but he thinks the feeling was by acquiring <br />the whole 40 acres there would be an opportunity to create an open space or park natural area. <br /> <br />Councilmember Hendriksen inquired regarding the relationship between paying for the easement <br />and the whole 40 acres. <br /> <br />City Engineer Jankowski responded he did not have that answer, he would have to go back into <br />the appraisal. <br /> <br />Mr. Kleinschroedt advised the appraisal valued the wetland at approximately $255 per acre. <br /> <br />Councilmember Hendriksen stated he assumes someone said this is what easements would cost <br />and this is what the entire parcel would cost. Since the difference is so little, they would advise <br />purchasing the entire thing, however, the Committee has not received that information. <br /> <br />Mr. Kleinschroedt explained most of the parcel would be taken from him. <br /> <br />Chairperson Zimmerman stated if Mr. Vasseur has no use left for the land the City would have to <br />purchase it all. <br /> <br />Councilmember Connolly suggested they could also give him a variance. <br /> <br />Mr. Kleinschroedt stated there are 5.074 acres of high land on the property. <br /> <br />Public Works Committee/May 16, 2000 <br /> Page 3 of 9 <br /> <br /> <br />
