City Engineer Jankowski stated 1.8 acres of high land would remain. He advised the cost for the <br />high land would be $12,700 and cost for the rest of the wetland would be $12,000. The total <br />would be $24,000. <br /> <br />Chairperson Zimmerman stated for the cost of $12,000, the City should purchase the land. <br /> <br />City Engineer Jankowski stated the land would likely be kept as open space or a park. <br /> <br />Mr. Kleinschroedt advised if the land went through condemnation, Mr. Vasseur may be awarded <br />the entire amount. <br /> <br />Chairperson Zimmerman directed Staff to see what they come up with. <br /> <br />Mr. Kleinschroedt responded he would make this offer and see where it goes. <br /> <br />City Engineer Jankowski stated finally, Parcel 4 is a partial taking of the Donald Volkman <br />property. This taking has been appraised and offered for sale at $40,248. Mr. Mike Schroeder, <br />the City's land acquisition consultant, has been in contact with the Volkmans who have indicated <br />that they did not want to proceed to condemnation. Mr. Schroeder thinks a negotiated settlement <br />will be possible with the Volkmans. <br /> <br />Mr. Kleinschroedt stated the road was staked, and the septic system is outside of the right-of- <br />way. Another concern of the Volkmans is they planted a lot of trees in the area. They have been <br />informed they can transplant the trees if they would like. They also have concerns with the road <br />as far as traffic being so close to the house. They object to the project, but know they cannot stop <br />it. Mr. Kleinschroedt stated they are in the process of getting an appraisal, they did not want to <br />go through a concentrated appraisal, but also do not want to be taken advantage of. He suggested <br />they obtain a letter of opinion on the value of the property, which would be their counter offer. <br />He stated they are being impacted more than anyone with this project, as their property is being <br />cut in half and two-thirds of the property will be taken. <br /> <br />Chairperson Zimmerman inquired if the City could take the whole property and resell it to a <br />party that would know about the road before they purchased it, rather than have the Volkmans <br />unhappy with the road being so close to the house. <br /> <br />Mr. Kleinschroedt responded the Volkmans mentioned this before and this is an approach that <br />could be taken. <br /> <br />City Engineer Jankowski asked if the Volkmans would be able to waive the relocation rights if <br />the City purchased the whole parcel. <br /> <br />Mr. Kleinschroedt responded they could. <br /> <br />Councilmember Hendriksen asked what the whole parcel is worth. <br /> <br />Public Works Committee/May 16, 2000 <br /> Page 4 of 9 <br /> <br /> <br />
