City Engineer Jankowski responded the appraisal from June 2, 1999, values the property at <br />$114,000. <br /> <br />Mr. Kleinschroedt advised the value could increase six percent per year. He explained the <br />Volkmans do not feel $114,000 is a realistic value, and it should be higher. <br /> <br />Councilmember Hendriksen stated if the property is worth $120,000 and they would be paying <br />$40,000 for partial land, they could purchase the property for $120,000 and sell it for $120,000. <br /> <br />Chairperson Zimmerman directed Staff to inform the Volkmans they are willing to pay the <br />appraised value for the entire property at a reasonable price. He agreed that $118,000 seemed to <br />be a low value on the property. <br /> <br />Councilmember Hendriksen stated he favors the idea of acquiring the Volkman house and <br />property. If they are interested in this they could live there for a fair amount of time, as it would <br />be better to have someone in the home. <br /> <br />City Engineer Jankowski stated the purpose of this case is to formulate a strategy for bringing <br />closure to the land acquisition for this project. Mr. Kleinschroedt will be on hand to provide the <br />latest report on the outstanding parcels. Staff estimates that this project can be completed this <br />fall, if the project can be awarded by early September. Allowing thirteen weeks for acquisition <br />through eminent domain, the condemnation action would need to take place by mid-June. <br /> <br />Case #2: Update on Water Tower No. 2 <br /> <br />City Engineer Jankowski stated the staff met with AEC Engineering on Monday, May 15, 2000, <br />to review the Project Procedures Manual which is the first deliverable document under the City's <br />contract with this firm for the design and specifications for water tower No. 2. Staff will present <br />the plan and specifications to the Council for bidding on May 23, 2000, and an award date of <br />June 27, 2000. City Engineer Jankowski explained that, based on earlier Council direction, the <br />bids will allow for a water spheroid and the hydropillar style, and a three-color painting scheme. <br />Bids should be received for two completion dates: Late Fall 2001 and early Summer 2001. The <br />Council can then evaluate the cost of completion in order to have the tank serviceable to meet the <br />demands of Summer 2001. He explained he wanted the Committee to be aware of a couple <br />things in the specific conditions. There is a provision to allow work to proceed on Saturdays. <br />This is to facilitate having the water tower completed. It is not close to any residential <br />neighborhoods, although Regency Ponds is within sight. Working hours would be from 7 a.m. to <br />8 p.m., which is more restrictive than the City's work hours that are permitted until 10 p.m. He <br />explained they will have an alternate bid for early completion. Also, there will not be any local <br />permits required, specifically zoning permits. The other thing discussed was the City logo. It <br />was decided until they have something different, they would put in a spec for "Ramsey" in a <br />colored band around the tank and the Committee can decide if they want a logo along with that. <br />Staff will attempt to bring this back to the Committee before a bid is taken. <br /> <br />Public Works Committee/May 16, 2000 <br /> Page 5 of 9 <br /> <br /> <br />
