Chairperson Zimmerman suggested Staff pursue this with Len Levine and Bill Goodrich to see if
they can get the status changed. He noted this would be a very good time of year, as they could
respond to their letter.

5) Acceptance of Rail Stations

Councilmember Connolly stated she would like to see how the County will address how citizens
receive access to the rail stations. She stated she would like to know what impact there would be
on traffic with the extra trains. She also questioned how much stacking room has been allowed,
the length of time the arms will be down, and how this would affect emergency vehicles.

Public Works Director/Fire Chief Kapler responded they have had a plan in place that, when in
doubt, Thurston Avenue is "Plan B" if there is ever a problem. If a train is stopped over an
intersection, the police officers are to inform 911 to have fire vehicles take another route.

6) Placement of Berm in Right-of-Way

Councilmember Hendriksen noted the berm on the north side of C.R. #116 between Ramsey
Boulevard and Sunfish Lake Boulevard, on the south side of the development project, is being
pushed into the right-of-way by homeowners.

Public Works Director/Fire Chief Kapler explained the Street Supervisor forwarded this to the
County. The ground removed is all contained within the property owners' property and the
County informed them it does not encroach on the road easement. The concern is that this
promotes a "mixed bag" of landscaping along that area.

Chairperson Zimmerman noted that berm is part of the agreement for that plan and they do not
have the right to take it down.

City Engineer Jankowski stated the ordinance states it cannot be cut more than two feet.

7) Drainage Problem- Nowthen Boulevard North of C.R. #56

Councilmember Hendriksen asked if the County is considering having no responsibility with
regard to the drainage problem on Nowthen Boulevard north of C.R. #56.

Chairperson Zimmerman responded they would still pursue obtaining money from them. He
suggested Bill Goodrich meet with them.

Public Works Director/Fire Chief Kapler suggested they visit their Public Works meeting for a
status of where they are at and tell them what they are expecting.

Public Works Committee/May 16, 2000
