the City a portion of his property. He is willing to give the piece on the extension of Barium
Street and east of the City to continue. City Engineer Jankowski stated he met with Kevin
Hokland from MnDOT and raised the option of one access midway from Barium Street and 153r°
Avenue, it would be an in only and provide access to the superette. Mr. Hokland was supportive
and indicated he would write a letter stating that. He suggested they could relocate the pond.

Chairperson Zimmerman responded the only problem he sees is if they get into the preliminary
plat review of the strip where they might not want Barium Street extended and is left with
nothing.

City Engineer Jankowski stated he thinks Mr. Rademacher would be willing to give them the
eastern portion.

4) Receive Anoka County Five-Year Highway Plan

Regarding the Anoka County Five-Year Highway Improvement Plan, Councilmember
Hendriksen stated approximately six months to one year ago they had asked what it would take
to change the preservation status on Highway #47. They wished to initiate, to the best of their
ability, that change or at least make it known they think that status needs to change. He
suggested that with their portion of Highway #47 going forward and the siting of the North Star
Station, there seems to be more need for Highway #47 to be improved from the south border of
Ramsey to Highway 10. He stated there does not appear to be anything in the Five-Year Plan
addressing Highway #47.

City Engineer Jankowski responded the County's response would likely be it is not a County
highway, but a State highway.

Public Works Director/Fire Chief Kapler noted part of the direction had been to find out the
different levels of status.

Councilmember Hendriksen stated the present status was lowest, and they would want the
improvement status. He explained the question had been the process needed to have that
changed.

City Engineer Jankowski explained that the Transportation Systems Plan (TSP) document
prepared in 1997 establishes these classes. There is a process just initiated to do a review of the
TSP. He explained he is not sure whether it will review the classes or look at the classes and
update priorities. He stated he would obtain information on the update of the TSP and explained
the County could also address this in their 2020 plan.

Councilmember Hendriksen suggested this be pursued with Dennis Olson and to find out how to
initiate or voice their request that the present status on Highway 47 be changed to something
else.

Public Works Committee/May 16, 2000
