Councilmember Zimmerman stated that he would be willing to spend the $5,000 to increase the <br />height of the berm. <br /> <br />Councilmember Hendriksen suggested that staff question the residents, prior to the next City <br />Council meeting, to let them decide if they would prefer the City to use the $5,000 to raise the <br />berm or to add more shrubs. <br /> <br />3) Intersection of 142"d and T.H. #47 <br /> <br />City Engineer Jankowski stated that this intersection has been the subject of debate concerning <br />whether or not it should be signalized. The Council's past direction was that it was least <br />desirable to allow this intersection full turning movement without being signalized. The <br />Committee was open to a concept presented by Dennis Eyler of SRF in which island medians <br />would be constructed so as to allow left turns from T.H. #47 to 142nd Avenue, but would prohibit <br />left turns from 142''a Avenue onto T.H. #47. However, it was previously agreed by Mn DOT that <br />a signal warrant justification study would be preformed after signals become operational at <br />C.S.A.H. #5/Xkimo and T.H. #47 to determine whether 142nd would handle sufficient traffic to <br />meet signalization warrants. If the island channelization were installed this summer, it would <br />prohibit much of the traffic that could serve to help justify signalization. Mr. Jankowski <br />requested that the Committee recommend to the City Council whether the intersection <br />channleization should be installed at this time, whether it should be authorized after the <br />signalization study this fall, designed over the winter, and installed before the final lift of <br />bitumi~ous is placed next spring. <br /> <br />Councihnember Zimmennan suggested letting construction proceed without the intersection <br />channelization at this time allowing for the study to be completed. <br /> <br />Councilmember Connolly stated that she would prefer that the medians be constructed now. <br /> <br />Consensus of the Committee was to leave the intersection of 142~d and T.H. #47 open at this time <br />.to allow for the traffic study to be completed. <br /> <br />Councihnember Hendriksen noted that if the medians were to be installed he would prefer to see <br />an island that would not allow left turns from T.H. #47. <br /> <br />Case #3: Update on Project 143~d Avenue/Maken Property Development <br /> <br />This item was tabled. <br /> <br />Case #4: Update on Rademacher/T.H. #47 Access Lane <br /> <br />City Engineer Jankowski stated that Bill's Superette was very interested in retaining their <br />existing ingress from T.H. #47. In the development agreement it was agreed that the existing <br />ingress would be eliminated when the intersection of 153rd Avenue and T.H. #47 became <br />signalized. Mr. Jankowski discussed a proposal with MnDOT that would allow for an ingress <br />from T.H. #47 at a point greater than 600 feet from the intersection, providing that the right-of <br />access to T.H. #47 be dedicated to the State on the other two parcels south of Bill's Superette. <br /> <br />Public Works Committee/June 20, 2000 <br /> Page 3 of 7 <br /> <br /> <br />
