Grind stumps and tree associated with house removal <br /> Acquire new U.S. West easement from Blaine Edmundson <br />· Move pole at 153rd Avenue NW for Great River Energy <br />· Order additional detour business signs <br />· Move U.S. West Utility cabinet at 153rd Avenue NW <br />· Repair O'Connor's concrete driveway slab <br /> <br />$1,700 <br />$1,000 <br />$15,693 <br />$1,000 <br />$35,000 est. <br />$1,000+ <br /> <br />Councilmember Hendriksen inquired if the Great Rivers Energy pole and U.S. West utility <br />cabinet are within the easement or in the way of the project. <br /> <br />City Engineer Jankowski replied that they are located within the path of the pavement so they do <br />need to be moved. The position of U.S. West is that they need to have the same easement as <br />prior to the project. They negotiated an easement from the land owner for $1,000 and US West <br />indicated the cost to move the box at $35,000. <br /> <br />Director of Public Works Kapler suggested receiving an itemized statement from U.S West and <br />Great Rivers Energy. <br /> <br />Councihnember Hendriksen stated that the utility companies use the right-of-ways free, but when <br />the City has a project then they want the City to pay for them to be moved. <br /> <br />City Engineer Jankowski replied that the utility companies are moving their utilities at their own <br />cost if they do not have an easement. <br /> <br />Councilmember Hendriksen suggested that the City should begin charging utility companies for <br />each mile they have within the right-of-way. <br /> <br />Director of Public Works Kapler noted that Andover does charge for use of the right-of-way. <br /> <br />Councilmember Hendriksen suggested having the City Attorney contact the utility companies to <br />see if they would like the City to adopt an ordinance that would allow the City to charge for the <br />use of the right-of-way. <br /> <br />City Engineer Jankowski replied that they need to keep the project moving.. <br /> <br />Director of Public Works Kapler inquired if the Committee would support signing an agreement <br />to get work going without a dollar figure being attached to allow for further clarificatiom <br /> <br />Consensus of the Committee was to direct the City Attorney to contact the utility companies and <br />explain that the City Council is upset with the charges and because of those expenses they will <br />need to draft an ordinance similar to Andover to cover the costs.
