Councilmember Zimmerman inquired if there will be several utility companies coming in to
install their utilities within the right-of-way when the City has paid to acquire the right-of-way.

Councilmember Anderson noted that people are ending up in St. Francis because of the detour
signs and she thinks there needs to be some more clarification.

City Engineer Jankowski replied that he had ordered signs for the local businesses that will give
better direction.

Councihnember Zimmerman requested that staff put together a map showing detour maps.

Case #3: Update on Project 143ra Avenue/Maken Property Development

City Engineer Jankowski stated that the extension of 14Yd Avenue from Jasper Street to C.R.
#116 is a Capital Improvement Project, which is scheduled for year 2000. The City
Administrator has been negotiating for the acquisition of the Maken property, which lies south of
this roadway and east of the Bury and Carlson properties.

City Administrator Norman stated that the engineer suggested constructing 143~d Avenue into the
Maken property to avoid impacting Altron's parking lot, but he would prefer to construct 143rd
Avenue straight over to C.R. #116.

Councilmember Connolly suggested opening the curb and giving Altron a driveway into their
parking lot from 143rd Avenue.

City Engineer Jankowski replied that the issue involves acquiring land from the property owner.

Councilmember Hendriksen inquired as to the amount of property that would be impacted.

City Engineer Jankowski replied 33 feet.

City Administrator Norman explained that he has had initial discussions with Amcor and they
are proposing to expand to the north and concerned that constructing 143ra Avenue into the
Maken property might impact their expansion.

Councilmember Zimmerman replied that if the City is condenming the Maken property they
could use it for road right-of-way.

Councihnember Hendriksen replied that would depend on how it would impact Amcor's
expansion plans and since they are already going to have to acquire land from Altron, it might
make more sense to keep it off the Maken property.

Councilmember Zimmerman suggested letting the engineer design the road 'since there will be
truck traffic.

Public Works Committee/June 27, 2000
