City Administrator Norman noted that Amcor is not aware of this plan, but had indicated that <br />their expansion would be to the north of the current building. <br /> <br />City Engineer Jankowski explained that the road would go into the Maken property 33 feet and if <br />Amcor plans to construct an expansion in front of their existing building it might be tight. <br /> <br />Consensus of the Committee was to direct staff to contact Altron to obtain their opinion <br />regarding the location of the road and offering an access from 143rd Avenue. <br /> <br />Case #4: Update on Rademacher/T.H. #47 Access Issue <br /> <br />City Engineer Jankowski stated that the Committee had a number of concerns with the proposal <br />and suggested that the action be delayed so they would have an opportunity to meet with the <br />property owners to discuss the proposal further. <br /> <br />Councilmember Zimmerman stated that the preferred decision would be no accesses frOm T.H. <br />#47. MnDOT's position is that they could accept a right-in access, but the City has to buy the <br />right-of-way and the City would need something of value in exchange for that. <br /> <br />Councilmember Hendriksen stated that he hopes to see the preservation status of T.H. #47 <br />upgraded and does not want to see the City in a situation where, in several years, the City is <br />requested to pay funds to Rademacher to close the access. He does not see a benefit for the City <br />with the expansion of Cobalt Street. <br /> <br />Councilmember Zimmerman noted that the City Council has not given any other entity access <br />from T.H. #47. <br /> <br />Terry Shandler, Operations Manager Rademacher Companies, stated they understand that in the <br />development agreement they are required to vacate the access, but they feel the right-in only <br />access would accommodate all three sites and prevent all three parcels from having separate <br />access. <br /> <br />City Engineer Jankowski explained the deal that MnDOT proposed is to allow one ingress 600 <br />feet from the intersection and dedicate all other access from the other parcels. When the parcel <br />develops, the only way traffic would be able to access the site would be to come up Cobalt Street <br />and have a right-in access which would allow for another access. <br /> <br />Councihnember Hendriksen stated that he understands the implications, but the only way he <br />would consider a plan would be if Rademacher Companies would enter into another <br />development agreement stating that if the status of T.H. #47 is upgraded the right-of-access goes <br />away without any money from the City.
