Councilmember Anderson stated she is concerned that the right-in only access will become <br />confusing for turning traffic on 153rd Avenue. <br /> <br />Councihnember Zimmennan stated that if the developer intended to plat the property at this time <br />he would be required to dedicate the right-of-way to the City. <br /> <br />Mike Schnieder, Homestead Developers, replied that the goal is to the Plat the property, but is <br />not in a position to negotiate the right-of-way since he is not currently the property owner. <br /> <br />City Engineer Jankowski suggested an agreement with the following conditions: <br /> <br />1) Sufficient drainage easement will be dedicated to the City such that the northerly <br /> sedimentation pond in Willow Ridge can be abandoned. <br />2) The non-federal portion (20%) of the construction cost of the ingress shall be reimbursed to <br /> the City upon completion of the construction. <br />3) That Rademacher Companies shall dedicate the eastern 60 feet of Parcel #1 as Cobalt Street <br /> and shall provide a sixty foot right-of-way to connect to the existing northerly terminus of <br /> Barium Street. <br />4) That the ingress only access granted by this agreement will be relinquished to the State of <br /> Minnesota at no cost if T.H. #47 is physically upgraded to Such a degree that the subject <br /> access would be inconsistent with the standards applicable to the upgrade project. <br />5) All easements and right-of-way which have been acquired for the T.H. #47 project over <br /> Parcels #1,2, and 3 shall be compensated at the appraised values. <br />6) That it is understood that this agreement in no way shall be interpreted as approval of any <br /> concept or plan for the development associated with Parcels #2 and #3. <br /> <br />Consensus of the Committee was to direct staff to prepare a draft proposal for City Attorney <br />review, particularly of the wording regarding the upgrading of T.H. #47. <br /> <br />City Engineer Jankowski noted that he will have the information for the July meeting. <br /> <br />Councilmember Anderson stated the issue of signage at 153rd has not been resolved and she <br />thinks there needs to be some signage for the medical clinic and pharmacy. <br /> <br />Councilmember Hendriksen suggested the City install a sign that states "clinic/pharmacy." <br /> <br />Councilmember Connolly questioned if it would be possible to install the sign within the City's <br />right-of-way along 153ra Avenue. <br /> <br />Director of Public Works Kapler suggested discussing the issue at the next Public Works <br />Committee meeting. <br /> <br />Public Works Committee/June 27, 2000 <br /> Page 5 of 6 <br /> <br /> <br />
