intersections of City streets with State, County, and higher speed City MSA roadways. The <br />purpose of this type of lighting is more for traffic safety and identifying the location of the <br />intersection on a dark highway than for security purposes associated with subdivision street <br />lighting. Not all intersections on these routes currently have priority lights installed. However, <br />all intersections initially identified by the City Police Department as being high priorities have <br />been provided with streetlights. At this point, the only remaining intersections along major <br />roadways that have yet to receive priority lighting are minor residential street intersections. City <br />Engineer Jankowski used a map to identify the location of current priority street lights. Staff <br />recommended approval of the Priority Street Light locations for installation included in the year <br />2000 budget. <br /> <br />Chairperson Zimmerman asked if the resident to the west of County Road #5 who requested a <br />street light at Jaspar Street will be contacted. <br /> <br />Director of Public Works/Fire Chief Kapler stated he has talked with that resident and his wife to <br />inform them that their request will be presented for approval. <br /> <br />Motion by Chairperson Zimmerman, seconded by Councilmember Hendriksen, to recommend to <br />City Council approval of Priority Street Light locations for installation included in the Year 2000 <br />budget as presented by staff. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman and Councilmember Hendriksen. Voting <br />No: None. Absent: None. <br /> <br />Case #3: Update on Mississippi Sub-drainage District No. 1 <br /> <br />City Engineer Jankowski stated that the City Council ordered Improvement Project #99-67 and <br />authorized offers to obtain necessary drainage and utility easements on May 9, 2000 to provide <br />for an easement along the railroad tracks and a temporary easement south of that for construction <br />purposes. These offers have been in the hands of the property owners since June 1, 2000. He <br />stated he received only one written response to the offer from ICO (Parcel 1) which counters the <br />City's offer of $555 with $1,280. <br /> <br />Councilmember Hendriksen expressed concern about a consideration that would double the <br />estimated cost and set a precedent due to possible future implications. <br /> <br />Chairperson Zimmerman asked about the Lowell Zitzloff easement. <br /> <br />City Engineer Jankowski stated he received an oral agreement for the settlement on Parcel 2 with <br />Sheltered Venture who indicated a willingness to work with the City. He noted that property has <br />some of the most severe drainage problems and the owner is in support of the project. City <br />Engineer Jankowski stated Parcel 3 is owned by Lowell Zitzloff who has verbally indicated that <br />he believes an easement already exists as a condition of the site plan approval for his <br />development on Parcel 3.
