Councilmember Zimmerman requested that staff put together a couple of traffic calming options <br />that would include an approximate cost for each project. <br /> <br />Councilmember Hendriksen suggested placing the discussion with MnDOT on the September <br />13th Council agenda. <br /> <br />Consensus of the Public Works Committee was to schedule the meeting with MnDOT for the <br />September 12~h Council meeting and direct staff to put together three alternatives to the speed <br />humps with their associated costs. <br /> <br />Case #2: Trunk Highway #47 Berming <br /> <br />City Engineer Jankowski stated now that the curb for the median on the southbound lane has <br />been placed and the rise in the grade of the highway has become more apparent to the public, <br />staff has received an increase in calls regarding the berm along the eastern boundary of T.H. #47. <br />The purpose of the case was to review the direction that City Council authorized in June. At that <br />time the Council authorized the expenditure of $5,000 for addition fill, grade, topsoil and seeding <br />the maximized height of the berm. <br /> <br />City Administrator Norman stated that the problem is that the City only owns so much easement, <br />but suggested the possibility of property owners agreeing to allow the City to use a portion of <br />their land for additional berming without acquiring additional easements. <br /> <br />Councilmember Hendriksen inquired if it would be possible to do so with a temporary easement. <br /> <br />City Engineer Jankowski stated that he was advised that the City should take a permanent <br />easement because a resident could change the grade of the berm if a permanent easement does <br />not exist. <br /> <br />Councilmember Zimmerman inquired if there would be any funding for the berming. <br /> <br />City Engineer Jankowski replied that the City would receive 80 percent in federal funding. <br /> <br />Director of Public Works Kapler noted that the layout is residential yard, trail, berm, and then <br />street so requesting that the residents allow the berm to be placed in their backyard would not be <br />an option unless the trail were to be moved. <br /> <br />Councilmember Hendriksen inquired if the berm will include any shrubs. <br /> <br />City Engineer Jankowski replied that the plans include spruce trees and summit green ash on the <br />southern portion of the berm, but they could extend some of the landscaping further to the north. <br /> <br />Councilmember Hendriksen inquired if pine trees do well in the sandy soil. <br /> <br />Councilmember Zimmerman suggested using Bruce Bacon's expertise with the landscaping. <br /> <br />Public Works Committee/August 14, 2000 <br /> Page 3 of 9 <br /> <br /> <br />
