Director of Public Works Kapler stated that when the City constructed the trail along the new <br />C.R #116 staff worked with the homeowner to put in a variety of plantings and suggested doing <br />the same along T.H. #47. <br /> <br />City Engineer Jankowski noted that any of the landscaping they have bids for would be funded <br />80 percent, but anything else would be a change order and would probably not be approved. <br /> <br />Councilmember Hendriksen stated that the City continues to plant spruce trees on the top of <br />berms and they end up dying. He stated that he thought a wonderful job was done on C.R #116 <br />and Ramsey Boulevard and suggested doing the same. <br /> <br />Consensus of the Committee was to direct staff to look at other landscaping alternatives. <br /> <br />Case #3: "Due on Sale Clause" <br /> <br />Councilmember Hendriksen stated that he would like to see the ordinance brought forward <br />because he thinks that there is a clause that does not belong in the ordinance and the process to <br />have it removed should be initiated. <br /> <br />Councilmember Zimmerman stated that the clause tends to hurt the poor or the middle class and <br />he thinks that there are alternatives to deal with the issue. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to direct staff <br />to add the issue to the Council agenda. <br /> <br />Motion carried. Voting Yes: Councilmembers Zimmerman and Hendriksen. Voting No: None. <br />Absent: None. <br /> <br />COMMITTEE INPUT <br /> <br />1) Storm Drainage Update <br /> <br />City Engineer Olson stated that the issue was added to the agenda by the request of the <br />Committee to discuss the rates. <br /> <br />Councilmember Zimmerman stated that he received a call from Pretzel's Sanitation indicating <br />that their cost will be $600 per year and he did not think it was the Council's intention to have a <br />cost similar to a property owner's property taxes. <br /> <br />City Engineer Olson explained that in determining the utility fee he received a list of commercial <br />and industrial accounts from Connexus Energy and reviewed all of the sites which are <br />residential/commercial. Anything that had a significant amount of run off from parking area they <br />were charged as commercial and in the case of Pretzel Sanitation they have a 10 acre parcel and <br /> <br />Public Works Committee/August 14, 2000 <br /> Page 4 of 9 <br /> <br /> <br />
