when viewing an aerial photograph of the property it was determined that the back 2/3rds of the <br />property is wetland so they were billed for 3.11 acres at $152.00 per quarter. <br /> <br />Councilmember Hendriksen inquired as to how a commercial account is billed that has on-site <br />ponding. <br /> <br />City Engineer Olson explained that they would be billed by the amount of acreage they have and <br />then they would be allowed to apply for a credit of up to 50 percent. He stated that the credit <br />procedure is fairly simple if an engineer has done the design work. It was done that way because <br />it would be impossible to determine from an aerial photograph as to who has a dry pond or wet <br />pond and then give credit to certain people and not others. <br /> <br />Councilmember Hendriksen stated the Pretzel property has a wetland that the property drains into <br />and should receive credit for that wetland. <br /> <br />City Engineer Olson replied that any on-site drainage would have to be owned and maintained by <br />the property owner in order to receive credit. <br /> <br />City Administrator Norman inquired if the owner of Pretzel Sanitation were to make application <br />for a credit who would make the decision as to whether or not he receives the credit. <br /> <br />City Engineer Olson replied the City Administrator has the authority. <br /> <br />Councilmember Hendriksen stated that the County of Anoka took it amongst themselves to <br />construct Ramsey Boulevard and drain it into the wetland and the City of Ramsey constructed a <br />road that also drains into the wetland that is partially on the Pretzel's property so it seems that the <br />City is now using a different criteria for their property. <br /> <br />City Engineer Olson replied that he had already given him credit for the wetland portion of his <br />property and they are allowed to apply for an additional credit. <br /> <br />City Administrator Norman stated that when the bills were first sent out staff received an <br />enormous number of calls regarding the utility, but the calls have diminished significantly. <br /> <br />City Engineer Olson stated he is trying to be consistent on situations where a property owner has <br />a wetland on their property. He also noted that he was contacted by a resident who has a <br />commercial/residential property who requested that he be charged separately for each portion of <br />the property and requested direction from the Committee. <br /> <br />Councilmember Zimmerman stated he is concerned that if the cost of the utility gets to be to high <br />the utility will fail.
