Councilmember Zimmerman stated that they have been advised by the City Attorney that they
can not do improvements to private property.

Consensus of the Committee was to direct staff to place extensions on the main line and then
flatten out the grade.

3) Time line on Storm Sewer Projects 99-66, 99-68, and 00-28

164th Lane NW: All work has been completed except two areas which will be seeded instead
of sodded. This work should be completed by the end of the week.
142"d Avenue NW: All work has been completed except restoration. Restoration is
scheduled to begin Tuesday, August 15th. Restoration should take about one week.
Juniper Ridge Drive: Currently now work is being performed. Items remaining include
storm sewer and grading in the intersection, installation of castings, and placement of Class 5
bituminous. Meadowvale plans to be back on site August 16th. All work must be completed
by September 1st. City Engineer Jankowski noted that there was a 20 foot easement for
jacking the pipe and when the pipe came through they were over the easement six feet. There
are three options to correct the situation: 1) acquire additional easement, 2) go back and
redirect the pipe within the easement or 3) rejack the pipe. All options would be paid for by
the contractor.

City Engineer Zimmerman inquired as to the cost of the jacking.

City Engineer Jankowski replied $15,000 to $20,000.

Councilmember Hendriksen stated that the easiest remedy would be to acquire the easement for
the pipe.

Councilmember Zimmerman inquired as to the cost to acquire the additional easement.

City Engineer Jankowski replied approximately $2,000.

4) Common mailbox placement in cul-de-sacs

Director of Public Works Kapler reviewed photographs of cul-de-sac mailboxes.

Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to direct staff
to draft an ordinance to require common mailboxes in cul-de-sacs for all new developments and
retrofit of an old development if appropriate.

Motion carried.
