he would then be charged the flat residential rate and it would significantly reduce the amount of <br />commercial land. <br /> <br />Councilmember Hendriksen replied that the Pretzel property owner brings up a good point that <br />he has storage capacity with the pond on his property and thinks that the City should move <br />forward and come up with a comprehensive plan for similar situations. <br /> <br />City Engineer Olson reviewed the modified method for determining the utility fee as used for <br />Ramsey Elementary. <br /> <br />City Administrator Norman stated that the final decision as to whether a property owner receives <br />a credit is with the City Administrator, but indicated that he would be willing to work with the <br />Public Works Committee on the credit applications. <br /> <br />City Administrator Norman noted that there is a group of local businesses owners that have a <br />requested a meeting with the City regarding the utility. That meeting will be held at Connexus. <br /> <br />City Engineer Olson inquired if they wanted to review all of the credit applications. <br /> <br />Councilmember Hendriksen replied that he would only like to review the more questionable <br />applications. <br /> <br />Councilmember Zimmerman inquired if a property owner is required to pay the utility fee if they <br />are disputing the charge. <br /> <br />City Engineer Olson replied yes. <br /> <br />Councilmember Hendriksen inquired as to what would happen if they don't pay the fee. <br /> <br />City Administrator Norman replied that the charge would be added to their property tax <br />statement. <br /> <br />City Engineer Olson noted that there are a few multi-tenant situations where the tenants were <br />charged for the utility and should not have been and he is working on those as a case by case <br />basis. <br /> <br />2) Storm Drainage on 15241 Barium Street NW <br /> <br />Councilmember Zimmerman suggested adding a couple of eight-foot sections of pipe to prevent <br />the situation from happening again. <br /> <br />Director of Public Works Kapler reviewed pictures of the property. <br /> <br />Public Works Supervisor Reimer noted that one of the biggest problems is that the property <br />owner does not have gutters on the home. <br /> <br />Public Works Committee/August 14, 2000 <br /> Page 7 of 9 <br /> <br /> <br />
