Ms. Douglas inquired if the City would be removing the brush that would exist next to the fence <br />before planting any new trees. <br /> <br />City Engineer Jankowski replied that if the City does decide to construct the fence it would be <br />better to remove all of the vegetation that is there and re-landscape the entire area. <br /> <br />Councihnember Hendriksen requested that staff make an effort to notify everyone in the area of <br />the discussions taking place so that everyone that wants to be involved can provide input into the <br />decision. <br /> <br />Director of Public Works Kapler questioned if staff should contact MnDOT to determine if they <br />would be willing to enter into an agreement with the City to share the maintenance costs of the <br />fence if it were to be constructed. <br /> <br />Consensus of the Committee was to pursue the possibility of entering into a joint agreement with <br />MnDOT to maintain the fence and check with other cities to see how they have handled similar <br />situations. Also to have staff work with the residents and bring back a recommendation to the <br />Committee. <br /> <br />Case #2: <br /> <br />Request by Residents to Install a Four-Way Stop Sign at 155th Avenue <br />NW/and County Road #57 (Ramsey Boulevard NW) <br /> <br />City Engineer Jankowski stated that at the August 22, 2000 City Council meeting several <br />residents presented the Council with a petition requesting support for the installation of a four- <br />way stop at 155th Avenue N.W/County Road #57 (Ramsey Boulevard NW). This location was <br />the location of a traffic fatality this past summer. The most recent traffic counts available are <br />from 1997 and show the following average day trips: <br /> <br /> North Leg. (County Road #57) 4700 <br /> East Leg. (153rd Avenue NW) 600 <br /> South Leg. (County Road #57) 6500 <br /> West Leg. (155th Avenue NW) 2650 <br /> <br />City Engineer Jankowski noted that the north and south leg traffic counts are approximate, the <br />counts for these segments weren't taken immediately north and south of the intersection. The <br />accident history based upon the records of the Ramsey Police Department are as follows: <br /> <br />1998 3 1995 1 <br />1997 2 1994 3 <br />1996 0 1993 0 <br /> <br />Placement of all-way stop signs require meeting warrants which are defined in the manual of <br />Uniform Traffic Control Devices. With the amount of information presented above, it is not <br />possible to determine whether a four-way stop sign would be warranted under the criteria cited in <br /> <br />Public Works Committee/September 19, 2000 <br /> Page 3 of 13 <br /> <br /> <br />
