the manual. It would be appropriate to request a traffic study of the intersection to analyze the
hourly counts and have it be evaluated for the placement of an all-way stop.

Councihnember Hendriksen explained that the City cannot install the stop signs at the
intersection because it is a County Road. What the City can do is send a letter to the County
requesting the stop signs.

City Engineer Jankowski reviewed a draft letter that was put together by staff to be sent to the
County by the City requesting the stop signs be placed at the intersection of 155th Avenue and
C.R. #56.

Kay Marvin, 155th Avenue and Ramsey Boulevard, Ramsey, stated that if a street analysis is
completed by using a traffic counter it will not show the high rate of speed and the passing on the
right hand shoulder that occurs on a daily basis.

Mickey Jones, 16310 Uranimite Street, Ramsey, inquired as to what the reasoning was for
installing the stop signs at the intersection of C.R. #116 and Ramsey Boulevard.

City Engineer Jankowski explained that it is County policy that wherever there is a crossing of
two County roads a four way stop is required.

Ms. Marvin noted that at the intersection of 155th Avenue and Ramsey Boulevard both roads
come up a slope, which makes it difficult to see traffic.

City Engineer Jankowski indicated that the traffic analysis could include documentation of the
site distances.

Councilmember Zimmerman requested that the Director of Public works attend the County
Public Works meeting to discuss the issue and advised the residents to attend the meeting the
meeting as well. He also noted that the accident information needs to include the fatality of July
4, 2000.

Ms. Marvin explained some of the accidents that have happened at the intersection. She stated
that the accidents that do happen at the intersection are very serious because of the high rate of
speed that people travel along the road.

Roberta __?, 155th Avenue and Ramsey Boulevard, Ramsey, inquired if the County would
have people at the intersection viewing traffic to complete the analysis.

City Engineer Jankowski explained that in order to complete the analysis the County will have to
have hourly traffic counts, and to complete that they could either set out traffic counters or they
can send someone out to count the traffic.

Roberta noted that they would only be doing a traffic count, not noting the amount of traffic
violations that occur at the intersection.

Public Works Committee/September 19, 2000
Page 4 of 13
