Councilmember Zimmerman explained that the next step would be for the Committee to forward <br />a recommendation on to the City Council. <br /> <br />Ms. Marvin stated that a 16 year old girl would still be alive if there had been a four way stop at <br />the intersection. <br /> <br />Councilmember Hendriksen stated that the letter to the County shou, ld be corrected to reflect the <br />correct C.R. # and indicate that the traffic count data is from past years and that the City does not <br />have current data to work with. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to <br />recommend that City Council direct staff to present a letter to the Anoka County Public Works <br />Committee requesting a four-way stop at the intersection of 155th Avenue and C.R. #56. <br /> <br />Motion carried. Voting Yes: Councilmember Zimmerman and Councilmember Hendriksen. <br />Voting No: None <br /> <br />Case #1: Update of Storm Drainage Utility Fee for Green Valley Greenhouse <br /> <br />City Engineer Olson stated that on August 29, 2000, the Director of Public Works Dean Kapler <br />and himself had a meeting with Mr. Wayne Davis from Green Valley Greenhouse located 6530 <br />Green Valley Road. He came to express his concerns regarding the amount of his storm drainage <br />utility charge. According to the ordinance that established the storm drainage utility, all land <br />uses shall be billed according to the amount of runoff that is produced from each property. It also <br />states that "Farmland properties that contain only a farmstead and typical associated outbuildings <br />shall be considered as a single family residential property." According to the original ordinance, <br />Green Valley Greenhouse would have been billed for 104.80 acres. The greenhouse on the <br />property consists of approximately 384,550 s.f. of impervious surface or 8% impervious. The rate <br />that would have been used for this amount of coverage is 1.40 x $25.20/acre. This amounts to a <br />storm drainage utility fee of $3,697.34 per quarter. In using the modified method, established by <br />the resolution setting up the credits available for the storm drainage utility, the area immediately <br />adjacent to the greenhouse was used. Since the amount of area decreased to 16.01 acres, the <br />impervious percentage increased to 55% because the impervious area remained constant. The <br />rate used for this amount of coverage is 2.90 x $25.20. The bill that was sent to Green Valley <br />Greenhouse was $1,170.04 per quarter. Mr. Davis indicated that he has a wetland that collects <br />his storm water runoff, but also indicated that the wetland is not completely on his property. In <br />order to apply for a credit as outlined in the credit application procedure, the structure being used <br />for the credit must be completely owned and operated by the property owner applying for the <br />credit. Once any runoff exits the property, the City has the responsibility of collection and <br />transference of that water into the major water bodies of the City. <br /> <br />Wayne Davis, Green Valley Greenhouse, Ramsey, reviewed the layout of his property. He <br />explained that his property has no storm sewer system anywhere near him and that he has spent <br />approximately $20,000 to get his drainage to drain where it should including doing some of the <br /> <br />Public Works Committee/September 19, 2000 <br /> Page 5 of 13 <br /> <br /> <br />
