allowed under Wetland Conservation Act (WCA). The new DNR permit rules state that DNR's <br />permit jurisdiction is waived for new roads in public waters wetlands after the WMO has made <br />its WCA determinations and replacement plan decisions. Hakanson Anderson Associates is <br />currently in the process of preparing a wetland mitigation plan that we plan on presenting the <br />plan to the WMO on Thursday, September 21. <br /> <br />Councilmember Zimmerman inquired as to what the cost would be to the City for use of the land. <br /> <br />City Engineer Olson replied that as far as he knew the City would not be charged for use of the <br />land. It would be possible for the City to obtain an easement to lease the property so that the city <br />would have something with a title. The last issue discussed had to do with the removal of 18 feet <br />of peat. Staff questioned if it would be possible to store the peat on the property that the City is <br />considering to be used as a golf course and they had given some indication that they would not be <br />comfortable with a golf course for at least five years. <br /> <br />Councilmember Hendriksen inquired if it would be $300,000 net saving. <br /> <br />City Engineer Olson replied yes. <br /> <br />Councilmember Hendriksen inquired if it would be possible to mitigate within the existing <br />wetland. <br /> <br />City Engineer Olson replied that it would be possible, but the wetland is very steep and would <br />require the removal of a lot of dirt. <br /> <br />Case #4: Update of Dysprosium Street NW <br /> <br />City Engineer Jankowski stated that at the August 14, 2000 Public Works Committee meeting <br />the Dysprosium Street NW speed humps were discussed. The Public Works Committee <br />recommended, and City Council agreed to two courses of action. First, staff was directed to <br />contact MnDOT to request a meeting on site to view and discuss the removal of the speed <br />humps. MnDOT has agreed to meet with citizens and council, a tentative meeting date of <br />Tuesday, September 26, 2000 has been set. Staff will send out notifications to the residents <br />along Dysprosium Street NW Secondly, staff was requested to prepare a rough estimate of the <br />cost of constructing a new streetscape along Dysprosium Street NW that would provide a more <br />pedestrian friendly environment. In response to this directive, staff would report the following: <br />The pavement could be narrowed as illustrated in the attached sketch for one half of the 2,600 <br />feet distance between County Road #116 and 143rd Avenue NW The pavement would be <br />reduced from its current 48 foot wide to 28 feet at the narrowed sections. Fill would be placed <br />behind the narrowed curb line and these areas would be sodded. The entire length of this street <br />segment would receive a bituminous overlay and be restripped. It is estimated that the above <br />could be done, at a cost of $116,000, which includes 25% project overhead for design and <br />construction inspection. It should be pointed out that this section of street is currently in need of <br />a bituminous overlay, which is estimated to cost $57,000. Landscaping could be added to the <br />above basic project cost for $13,000.
