City Engineer Jankowski explained that there would be approximately six feet from the curb that <br />would be relatively flat to accommodate snow storage and then there would be an incline with <br />the wall on top of that. He explained that because of the profile, they will not be able to place <br />any trees along the highway side of the berm, but MnDOT had indicated that vines would be a <br />possibility or groupings of shrubs could be planted. He noted that any planting that takes place <br />within the MnDOT right-of-way would be eligible to receive funding from the State and the City <br />would be responsible for the planting. <br /> <br />Councihnember Connolly inquired if there is enough interest in the community to handle the <br />planting along T.H. #47. <br /> <br />Director of Public Works Kapler replied that in the last couple of months, the City has received <br />dozens of requests for municipal programs that volunteers could do and this would be a great <br />opportunity for that. <br /> <br />City Engineer Jankowski noted that there would be sufficient room on the other side of the wall <br />for the installation of trees. <br /> <br />Mayor Gamec stated that there is a youth group from Anoka High School that is willing to assist <br />the City with the planting and beautification of T.H. #47. <br /> <br />Joe Wedner, 15108 Cobalt Street NW, Ramsey, inquired as to what the sound wall would look <br />like. <br /> <br />City Engineer Jankowski gave a brief explanation of the wall. <br /> <br />Councilmember Zimmerman inquired as to when the wall would be constructed. <br /> <br />City Engineer Jankowski replied that if the footings for the fence require concrete than <br />construction would take place this spring, but his understanding is that the wall will not require <br />concrete and could be completed in the winter. <br /> <br />Amy Horman, 15120 Cobalt Street NW, Ramsey, inquired as to what type of material the wall <br />would be constructed with. <br /> <br />City Engineer Jankowski replied that the wall would be constructed of wood. <br /> <br />Councilmember Zimmerman stated his concern is that the construction of the wall may go past <br />the termination of the contract. <br /> <br />City Engineer Jankowski replied that staff has written a letter to MnDOT suggesting that the <br />contract be left open until a traffic study can be completed at 142nd Avenue, which they seemed <br /> <br />Public Works Committee/October 17, 2000 <br /> Page 3 of 6 <br /> <br /> <br />
