He noted that the contract has also been left open for sod work to be completed in <br />the spring. <br /> <br />Director of Public Works Kapler inquired if staff should be sending out a mailing requesting a <br />response. <br /> <br />Councilmember Hendriksen replied that he does not want to create a need for the walls <br />everywhere in the City and he wants to make sure that there are not a significant number of <br />affected residents opposed to the wall. <br /> <br />Councilmember Connolly stated she wants to make sure that the landscaping issue is addressed <br />and recommended that staff look into using a software program that indicates what plantings <br />look like throughout the year and what types are better for certain soil types so that they can get a <br />better feeling of continuity. <br /> <br />Consensus of the Committee was to recommend that a mailing be sent to all of the affected <br />residents explaining what is being proposed and requesting responses either in support or <br />opposition to the sound wall. <br /> <br />Director of Public Works Kapler suggested that the mailing include the style of wall that is being <br />proposed, a cross section of the layout, and a landscaping plan. <br /> <br />Councilmember Hendriksen stated that he would like to see a map indicating the individual <br />properties that will be affected by the wall and who has been contacted regarding the issue. <br /> <br />Brian Sullivan, 15060 Cobalt Street NW, Ramsey, stated that his main concern is safety. He is <br />afraid of a car running off the road and going onto the bike path. Mr. Sullivan stated that if he <br />were given a choice, he would chose the retaining wall with the sound wall. <br /> <br />Councilmember Connolly requested that the Council be informed of the neighborhood meetings. <br /> <br />COMMITTEE INPUT <br /> <br />1) Update on Storm Water Utility <br /> <br />Director of Public Works Kapler noted that staff will be meeting with the local businesses to <br />discuss the utility on October 19th. <br /> <br />Councilmember Hendriksen inquired if the issue is scheduled to be on the next City Council <br />agenda. <br /> <br />Director of Public Works Kapler replied that a report of the meeting will be included on the <br />agenda. <br /> <br />Public Works Committee/October 17, 2000 <br /> Page 4 of 6 <br /> <br /> <br />
