Councilmember Hendriksen stated that the only thing he is hung up on is that there are times that <br />the City asks people to spend money when there may not be a net monetary benefit. It is easier if <br />someone provides a number, but if the holding pond is the size of a wading pool you know it is <br />not adequate and if it is very large and it is intuitively obvious then they should not have to spend <br />the money. Somehow, he would like that concept included. <br /> <br />City Engineer Olson replied that a lot of times that is true, but staff has heard countless times the <br />claim that they don't have any runoff. The system clearly defines the criteria that allows <br />someone to receive a credit. He understands that is hard to justify the cost on every situation, but <br />then everyone is treated the same. <br /> <br />Councilmember Hendriksen stated they could sort out which properties would obviously qualify <br />for the credit, which ones obviously would not and those that are uncertain. <br /> <br />City Engineer Olson inquired as to how you would tell them that their property does not qualify. <br /> <br />Councilmember Hendriksen replied that if staff informs a owner that their property does not <br />qualify for a credit based on his visual of the property, then they still have the option to bring the <br />in the documentation providing the numbers. He stated that he would like language that staff <br />will come out and view the property and if they think it will meet the credit criteria then they will <br />receive the credit. <br /> <br />City Engineer Olson stated that he is not sure how they could implement that into the policy. <br /> <br />City Engineer Norman stated that there needs to be language that the property owner requested <br />the process. <br /> <br />Councilmember Hendriksen agreed that the credit process should be initiated by the property <br />owner. <br /> <br />Councilmember Zimmerman suggested putting together a simple form for property owners to fill <br />out requesting review of their property for a credit. <br /> <br />Consensus was to continue discussions at the next Public Work Committee meeting. <br /> <br />Public Works Committee/November 21, 2000 <br /> Page 7 of 10 <br /> <br /> <br />
