2) Create Committee to Address Storm Water Management Fee

City Engineer Olson stated that back in 1996 the City Attorney advised the City that the
transportation impact fee was not legally dispensable so the fund was changed to a storm water
management fee. The storm water management fee funds that have been collected was to be
used to fi~nd trunk storm sewer improvements beyond the property. These funds were for
projects that would provide overflow. Staff was looking for direction as to whether there should
be a committee to discuss the idea of returning a portion of the funds, not spending funds, or
rolling the funds into the storm drainage utility funds, or leaving the police as is.

Councilmember Hendriksen inquired as to who would be on the committee.

City Administrator Norman replied that the committee could consist of three local business
owners, staff, and Council.

Consensus of the Committee was to leave the storm water management fee as is.

3)

Consider Renaming 149th Avenue NW (East of Trunk Highway #47) to Sunwood
Drive NW

Public Works Supervisor Riemer stated that the issue was brought up by one of the maintenance
workers who thought it would make more sense to change the name of 149th Avenue to Sunwood
Drive since there would be no houses affected by the name change.

Consensus of the Committee was to recommend that staff schedule a public hearing to make the
name change.

4) Hematite Street NW and 153ra Avenue NW Site Lines

Public Works Supervisor Riemer stated that at the intersection of Hematite Street and 153''d
Avenue NW the visibility is terrible to the west.

Councilmember Hendriksen inquired as to how many trees would have to be removed to correct
the problem.

Public Works Supervisor Riemer replied that two possibly three trees as well as a fence would
have to be moved.

Councilmember Zimmerman stated that he talked to the City Attorney regarding the issue and he
stated that before any trees can be cut down the City has to prove that the trees are on a City
easement, but the property indicated that they had an agreement with the City regarding the
property.

Public Works Committee/November 21, 2000
