Director of Public Works Kapler explained that the property owner has total legal decision on the <br />property according to the City Attorney. The property owner has indicated that they are willing <br />to work with the City on resolving the issue. <br /> <br />Consensus of the Committee was for staff to work with the resident to resolve the situation. <br /> <br />5) Paving Request <br /> <br />Public Works Supervisor Riemer stated that over the last few weeks, staff has received a lot of <br />inquires in regards to Chameleon Street being paved. Staff has explained to the residents that in <br />order for a street to be paved the residents would have to petition the City. Staff has been given <br />the impression that the majority of the residents are in favor of paving Chameleon Street, but no <br />one wants to initiate the process and were wondering if there was anyway that the City could <br />initiate the process. <br /> <br />Councilme~nber Zimmerman replied that the process has to start with the residents. <br /> <br />The Committee discusses at length the maintenance of dirt roads and whether or not residents <br />should be assessed for any major work that would be required on a dirt road similar to how the <br />City handles paved roads. <br /> <br />Councilmember Hendriksen stated that ifa road is at a point where fire trucks can't get down the <br />road then they road should have to be brought up to dirt roads standards and it should be assessed <br />equivalent to an overlay project and then at that time they could decide if they would prefer to <br />pay for the restoration of the dirt road or have the road paved. <br /> <br />Counciimember Zimmerman stated that he has heard numerous complaints that the City has <br />never done anything for dirt roads. <br /> <br />Councilmember Hendriksen replied that he does not think that the City is in the business of doing <br />a complete overlay or reconstructing a dirt road. <br /> <br />Councilmember Zimmerman stated that the taxes that people pay on the dirt roads pay into the <br />cost that covers 50% of the sealcoating costs. <br /> <br />Councilmember Hendriksen replied that the dirt roads are also graded by using tax dollars. <br /> <br />Zimmerman whenever something is assessed there is a procedure that they need to go through. <br /> <br />Consensus of the Committee was to direct staff to advise the residents that the process needs to <br />be initiated by the residents. <br /> <br />Councihnember Hendriksen inquired if Chameleon Street is in a condition that the fire trucks <br />could get through in the worse conditions. <br /> <br />Public Works Committee/November 21, 2000 <br /> Page 9 of 10 <br /> <br /> <br />
