CITY COUNCIL WORK SESSION
Topic Report: Anoka TH 47/Pleasant St.
Intersection
By: Brian E. Olson, Assistant Director of
Public Works / Principal City Engineer

Background:

On August 23, 2005, the City Council voiced concern at their work session about the
configuration of the TH 47/Pleasant Street intersection. The consensus at the time was to
wait until improvement of that intersection was complete and operational for a few weeks
to determine if the changes once complete were better than they were prior to the
improvement.

Chris Roy, MnDot Area Engineer will be available at the meeting to show us crash
statistics at all of the intersections along TH 47 from Highway 10 to our north boundary.
He will also have a video to show us on the operation of the intersection. On 8/23/05, the
City Council was concerned about the reasons that the Southbound to Eastbound left tum
lane and had questions about the volumes that led to the decision to eliminate the south
bound through lane. Chris will have that information as well as a draft form of a policy to
quantify the "warrants" necessary for left turning vehicles.

Action Statement:

Based upon discussion.

Reviewed by:

City Administrator

CCWS: 02/07/06
