CITY COUNCIL WORK SESSION
Topic Report: Trappers Ridge 160th Lane Access
By: Patrick Tmdgeon, AICP, Community Development Director

Background:

Recently the City acquired a full 66 feet of right of way over the westernmost 416 feet of
Section 15 to provide access to the Trappers Ridge subdivision. The purpose of this right of
way acquisition was twofold, fLrst, to provide access to the new Trappers Ridge subdivision,
and second, to preserve a transportation corridor for future connection to adjacent public
roadways when the area more fully develops. At the present time, the acquired right of way
provides access to the single residence of the Trappers Ridge subdivision.

On September 20, 2005, the Public Works Committee discussed the matter of constructing a
public street in the right-of-way. The cost of constructing a street to City standard would be a
mirfimum of $26,000. This cost will be higher if drainage requires more than a simple
roadside ditch. The chief benefit of improving this segment of roadway at this time would be
to provide more convenient road access to the adjacent property owners since it only serves
dkect access to one property.

During the discussion on whether the read was needed, the neighbors do not want the road to be
constructed as a full City road. However, it was also discussed that there had been some ongoing
disputes among some of the neighbors on how the current driveway was used.

In the end, the Public Works Committee decided that this item should go to a work session with the
full City Council. In the meantime, the Committee suggested that the neighbors get together to
resolve any issues they may have wit h the use of the driveway and report back to the full City
Council.

Action Statement:

Staff is requesting that the City Council should review the Trappers Ridge~access and give
direction to mit'on whether or not a public road should be built in the 160~' Lane right-of-way.

CCWS: 02.07.06
