Motion by Member Kiefer, seconded by Member Gromberg, to recommend approval of the
machine shop and rigging projects to the City Council.

Voting Yes: Chairperson Riley, Members Kiefer, Gromberg, LeTourneau, Steffen, and
Strommen. VotingNo: None. Absent: Member Elvig.

Case #4: Storage Project

Economic Development/TIF Specialist Sullivan explained there was a preliminary site plan
submitted to develop on the 10-acre site in the Sunfish Lake Business Park. The project will be
composed of a couple of elements, consisting of climate controlled storage with the remainder as
self storage. The buildings will be aesthetically pleasing from the outside. There was also
discussion of a retail front being incorporated into the site. The preliminary site plan has been
withdrawn, and the business is looking at resubmitting the plan on the B & A Cylinder site. The
City does not own the B & A Cylinder site at this time. He advised the purpose of this
discussion is to retain feedback from the Board as to whether a mini-storage project is desired on
industrial land in the City.

Member Gromberg expressed concern with this type of business being located on industrial land
in the City. Chairperson Riley noted this type of business is not the intended use for the City's
industrial parks and would not meet the job criteria.

Member Kiefer indicated it is difficult to determine how this business would fit in with the
existing businesses in terms of use and aesthetics without knowing the estimated property tax,
estimated market value, and the number of employees.

Motion by Member Gromberg, seconded by Member Steffen, to recommend that staff be
directed to exclude retail and self storage projects from City-owned industrial parks.

Motion carried. Voting Yes: Chairperson Riley, Members Gromberg, Steffen, Kiefer,
LeToumeau, and Strommen. Voting No: None. Absent: Member Elvig.

Further discussion: Member LeToumeau stated the City should be sensitive to the idea of
exploring other pieces of property for this business, and it should not be ignored as a potential
project. Chairperson Riley noted this type of project should still be considered, however, not to
be located on prime industrial land. There is a difference between businesses that are allowed,
versus businesses that are actively assisted with financing.

Case #5: Staff Update

The EDA reviewed the Staff Update.

Economic Development/TIF Specialist Sullivan noted in the past the EDA has assisted in
contacting businesses regarding the Business Network Meeting. He asked if the members are
willing to assist in contacting businesses for the January 26, 2006 Business Network Meeting.

Economic Development Authority/January 11, 2006
Page 5 of 6
5
