Chairperson Nix'~ asked how that helps the owner of Lot 1 or Lot 2 to the east. Fie stated <br />he understands the intent of the ordinance is to buffer from a ~eater number of units <br />behind existing development. <br /> <br />Associate Planner Wald suggested that before preliminary plat they can work with the <br />developer to screen the neigh, bors and provide more buffer. <br /> <br />Commissioner Brauer commented the writing of the interim policy is still ambiguous for <br />R-1 to Rural Developing parcels. <br /> <br />Chairperson Nixt stated they have to look at this as R-I to Rural Developing and not R-I <br />to R-l. <br /> <br />Assistant Community Development Director Frolik noted that many of the lots will not <br />develop until sewer and water is available. <br /> <br />Commissioner Jolmson stated the concept behind the cluster is more or less for the <br />benefit of the City, not the developer. He indicated he does not recall that they discussed <br />density transitioning at that time, but if they do not have some flex/bility they are saying <br />these developers have to develop in the middle of their property. <br /> <br />Commissioner Bmuer stated he does not think that is what they are saying. He thinks <br />there are alternatives. <br /> <br />Chairperson Nixt stated if you look at the topography on this site, Lots 6, 7 and 8 provide <br />a natural buffer, as does 9, so only Lots 1-5 need buffering, wkich should not put too <br />much hardship on the developer. <br /> <br />Commissioner Johnson stated the other option is to go to Lots 35, 36 and 37 now where <br />there are no density issues. <br /> <br />Mr. Stradlund stated Lots 4 and 5 are wooded, so buffering would require adding more <br />trees to Lots I, 2 and 3. <br /> <br />Commissioner Brauer asked if putting the septic system on the property line make it a <br />liability issue. <br /> <br />Associate Planner Wold stated it is 100% on this property. <br /> <br />Mr. Stradlund explained that tee reason for putting it in this location is the soil, and it is <br />higher ground. He stated it would be like a normal trench system. <br /> <br />Chairperson Nixt stated he does not see any proposed access for servicing the area, and <br />asked ifa road would be stubbed in. <br /> <br />[v[r.
