Case #3: <br /> <br />Request for Final Plat and Final Site Plan Approval of Ramsey Town Center <br />12t~ Addition; Case of Ramsey Town Center, LLC <br /> <br />Assistant Community Development Director/HRA Executive Director Frolik stated Ramsey <br />Town Center, LLC has submitted a final plat and site plan to develop 72 townhome units in <br />Ramsey Town Center 12th Addition. The proposed development is located north of Bunker Lake <br />Boulevard and west of the extension of Town Center Drive. The subject property is currently <br />zoned Town Center-4a (TC-4a). This district allows for a mix of residential uses at a net density <br />up to 10 units per acre. The total site development area for 8th, 9th, 10th, 12th Additions and <br />Outlot F includes a net density of 7.8 units per acre. When Outlot F develops, compliance with <br />the 10 units per acre density requirements will have to be demonstrated for the overall site. Ms. <br />Frolik advised the development is proposing 12, 6-unit townhome structures. The <br />minimum/maximum building height in this district is 2-4 stories. All of the dwelling units are 3 <br />stories. Due to grades, the buildings were designed with the garage as the main level and the <br />living quarters area on the second and third stories. The building elevations have been modified <br />to comply with Town Center Guidelines. <br /> <br />Assistant Community Development Director/HRA Executive Director Frolik advised the <br />minimum driveway length is 20 feet and the maximum is 25 feet. Because of the curvilinear <br />streets and the unique shape and depth of the property, several of the driveways exceed the 25 <br />foot maximum length restriction. The Board of Adjustment granted a variance on December 1, <br />2005. The maximum front yard setback is 25 feet. Due to the significant grade changes between <br />the plat and Bunker Lake Boulevard, the buildings are sited with front yard setbacks that range <br />from 28 to 35 feet from the right-of-way or property line. Ms. Frolik indicated all of the streets have been dedicated on the <br />final plat of Ramsey Town Center 8th Addition as public streets. The streets are being <br />constructed in accordance with the 8th Addition Development Contract. The site plan proposes <br />to provide sidewalks with steps to provide connection from internal streets to the trail along <br />Bunker Lake Boulevard. The rear wall will act as the font door as it will be the only entrance to <br />these units. This wall also faces the single family homes in 8th Addition. Ms. Frolik advised <br />staff recommends final plat approval. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt Resolution <br />#06-01-034 to grant final plat approval to Ramsey Town Center 12th Addition contingent upon <br />compliance with the City StaffReview Letter dated January 19, 2006. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Olson, and <br />Strommen. Voting No: None. Absent: Councilmembers Elvig and Jeffrey. <br /> <br />Councilmember Elvig returned at 8:36 p.m. <br /> <br />Case #4: <br /> <br />Consider Land Exchange Agreement with GM Homes, Inc. Regarding the <br />Present City Hall Campus Site <br /> <br />City Attorney Goodrich reviewed that the City has been negotiating a Land Exchange <br />Agreement with GM Land Development, Inc. ("GM") regarding certain property surrounding the <br />current City Hall Campus.
