the project is blocked the $900 will be assessed to the homeowners that originally petitioned the <br />project. <br /> <br />Mayor Gamec inquired what sewer line would service this area. <br /> <br />Assistant Public Works Director Olson replied there is existing sewer and water at 150th Lane <br />that would service these properties. <br /> <br />Mayor Gamec questioned the feasibility for this project if there are only 25% of the residents in <br />support. <br /> <br />Councilmember Cook stated the supporting petition is signed by four residents that own 75% of <br />the property in this subdivision. There are enough signatures on the petition to have it verified <br />by the City Attorney. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to receive the petition <br />requesting feasibility study, Pondvale sewer and water extension and, if the project is blocked, <br />the $900 cost of the feasibility study will be assessed to the homeowners that originally <br />petitioned the project. <br /> <br />Further discussion: Assistant Public Works Director Olson indicated this is a slightly reduced <br />project than was proposed in the past. He indicated staff can contact the petitioners to inform <br />them they can withdraw the petition if they would like due to the possible $900 assessment. <br /> <br />Motion carried. Absent: Councilmember Jeffrey. <br /> <br />Case #7: <br /> <br />Approve Contract Amendment for Design of Ramsey Boulevard <br />Improvements and Authorize Bids for Improvement Project #05-20 <br /> <br />Assistant Public Works Director Olson reviewed that in 2004 the City accepted a proposal from <br />TKDA for design services for the Armstrong Boulevard, Ramsey Boulevard and Sunfish Lake <br />Boulevard improvements included in the Ramsey Town Center AUAR and Master Development <br />Agreement. The case included a note that the costs were for design services only and contract <br />amendments would be required as each project got closer to bidding and construction. The City <br />has received a request for Amendment No. 1 for bidding and construction services on the <br />Ramsey Boulevard Improvements. The total project fees are at a cost of $193,999. The majority <br />of the Construction Phase fees are for construction observation. City staff provides the majority <br />of construction observation for all City projects; however, consultant observers have been used <br />in the past to meet periods of excessive demand or to cover special inspections. Use of City <br />observers could result in a savings of $80,000. Mr. Olson advised the plans and specifications <br />have been prepared by TKDA and have been reviewed by staff, Anoka Cotmty and MnDOT. <br />Staff recommends approval of Contract Amendment No. 1 with TKDA for the Ramsey <br />Boulevard Improvements, Improvement Project #05-20 in the amount of $193,999. Staff will <br />coordinate with TKDA to minimize the inspection time required under this amendment. Staff <br />recommends approval of the plans and specifications and authorization for the advertisement for <br />bids.
