Motion by Councilmember Elvig, seconded by Councilmember Pearson, to approve Contract <br />Amendment No. 1 with TKDA for the Ramsey Boulevard Improvements, Improvement Project <br />#05-20 in the amount of $193,999; and to adopt Resolution #06-01-035 approving the plans and <br />specifications and authorizing the advertisement for bids. <br /> <br />Further discussion: Mayor Gamec asked if this improvement will extend up to CR 116. <br />Assistant Public Works Director Olson responded in the affirmative. Mayor Gamec directed <br />staffto inform Connexus of the project. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Olson, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #8: <br /> <br />Approve Contract for Ramsey Town Center City Phase II, Segment II & III <br />Improvement Design <br /> <br />Assistant Public Works Director Olson explained the Ramsey Town Center project includes <br />developer constructed streets and City constructed streets. The projects were broken up into <br />phases, corresponding to anticipated growth patterns so that street construction would correspond <br />with the adjacent lot developments. The feasibility reports for the City Phase I and City Phase II <br />portions of the project were received at the February 8, 2005 City Council meeting and the <br />Public Hearing was held at the February 22, 2005 meeting. The design and construction of each <br />phase was contingent on the development reaching certain milestones and receiving a request <br />from Ramsey Town Center, LLC for each phase. The City Phase I improvements were ordered <br />and constructed in 2004, which comprised Sunwood Drive and Rhinestone Street, including the <br />bridge. The City Phase II, Segment I improvements were approved and constructed in 2005. <br />These improvements are Zeolite Street, Civic Center Drive and Sapphire Street, which provide <br />access to the south side of the New City Hall and Parking Ramp. <br /> <br />Assistant Public Works Director Olson stated the City has received letters from Ramsey Town <br />Center, LLC requesting preparation of plans and specifications for the following improvements: <br /> · Zeolite Street NW from Sunwood Drive to Bunker Lake Boulevard <br /> · Zeolite Street Bridge between West Ramsey Parkway North and West Ramsey Parkway <br /> South <br /> · Civic Center Drive for Sapphire Street NW to Rhinestone Street NW <br /> · Rhinestone Street from Civic Center Drive to Sunwood Drive <br /> <br />Assistant Public Works Director Olson indicated staff has requested a proposal from Hakanson <br />Anderson Associates, Inc. for design and engineering services on these projects. They prepared <br />the feasibility study for these improvements. He reviewed the project segments, design costs and <br />engineering costs during construction, with a total design cost of $152,172.00 and total <br />engineering costs during construction of $134,302.00. Mr. Olson reviewed the estimated project <br />schedule. He advised it should be noted that the feasibility study that was accepted anticipated <br />construction in 2007, with project restoration and cleanup in 2008. The fiscal impact study also <br />reflects this schedule. Mr. Olson advised staff recommends approval of the contract with <br />Hakanson Anderson Associates, Inc.
