City Administrator Norman suggested approval of the Zeolite Street Bridge include a cost split <br />between Ramsey Town Center, LLC and the City. He explained the completion of Phase II was <br />not scheduled until 2007 and there will be an increase in cost associated with the box culvert to <br />complete the bridge one year ahead of schedule. <br /> <br />Councilmember Elvig expressed concern with the pace and the City overextending things. He <br />noted the residential development appears to be doing well. He inquired if Ramsey Town <br />Center, LLC is firm regarding the cost split on the bridge. <br /> <br />City Administrator Norman replied John Feges indicated this is a reasonable request, but has not <br />provided an answer at this time. <br /> <br />Councilmember Elvig reiterated his concern in the City moving too far ahead of schedule. <br /> <br />Assistant Public Works Director Olson suggested the action can be contingent upon the <br />discussion with Ramsey Town Center, LLC regarding the cost split. Hakanson Anderson <br />Associates could be authorized to proceed with everything other than the bridge design until the <br />cost split is verified. <br /> <br />Assistant Public Works Director Olson explained regarding when the bridge will be constructed, <br />building the bridge and the roadwork all into one contract eliminates some companies from <br />bidding because they cannot do bridge and roadwork. The City should still be paying the <br />engineering costs during construction; the cost for the design of the bridge is estimated at <br />$87,000. The conversation regarding the design cost will be initiated with the developer. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve the contract <br />with Hakanson Anderson Associates, Inc. for Design and Construction administration services <br />for Ramsey Town Center City Phase 2 Stage II & III improvements in the amount of $152,172 <br />for Design Services and $134,302 for Engineering Costs During Construction, with approval of <br />the Zeolite Street Bridge contingent on a cost split between Ramsey Town Center, LLC and the <br />City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Olson, Pearson, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #9: Report from Personnel Committee <br /> <br />1) Consider Approving 2006-2007 Labor Agreement with LELS-Patrol <br /> <br />Councilmember Cook stated on December 29, 2005, staff and LELS-Patrol reached tentative <br />agreement on a two-year labor agreement. He reviewed the terms and conditions that have been <br />tentatively agreed to. He advised staff and the Personnel Committee recommend approval of the <br />2006-2007 Labor Agreement with LELS-Patrol. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to ratify the <br />recommendation of the Personnel Committee in Case No. 1 and to adopt Resolution #06-01-036 <br /> <br />City Council / January 24, 2006 <br />Page 18 of 22 <br /> <br /> <br />
