4) Consider Title Change to Economic Development Coordinator <br /> <br />Councilmember Cook explained the City's TIF Specialist has taken on a growing number of <br />economic development responsibilities. Staff and the Personnel Committee recommend that the <br />Council authorize a title change from TIF Specialist to Economic Development Coordinator in <br />order to more accurately reflect the change in responsibilities. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to ratify the <br />recommendation of the Personnel Committee in Case No. 4 and adopt Resolution/106-01-039 <br />authorizing a title change from TIF Specialist to Economic Development Coordinator in order to <br />more accurately reflect the change in responsibilities. <br /> <br />Further discussion: Councilmember Olson indicated there is no change in pay or benefits for this <br />position at this time. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Pearson, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />5) Board and Commission Attendance <br /> <br />Councilmember Cook stated in late 2003, the City Council adopted an Attendance Policy in <br />relation to Boards and Commissions. The policy states the following: <br /> The absence of a Board or Commission member from three or more regularly scheduled <br /> meetings of his/her board or commission within any six month period shall be cause for <br /> removal of that member from his or her seat on the board or commission. The City <br /> Council shall have the authority to remove board or commission members for violation of <br /> this policy. <br /> <br />Councilmember Cook stated a recent review of the board and commission attendance records <br />shows that two commissioners, and possibly an additional two commissioners, are in violation of <br />the attendance policy. The Personnel Committee decided it is not appropriate to remove the <br />commissioners at this time. The recommendation of the Personnel Committee was to send out a <br />letter of warning informing the commissioners that their attendance is not in line with the policy. <br />In addition, in two or three weeks when all of the boards are full, a letter should be distributed to <br />all of the boards and commission members stating not only this policy, but also the policy of how <br />to present themselves in future meetings, etc. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to ratify the <br />recommendation of the Personnel Committee in Case No. 5 to authorize staff to send out a letter <br />of warning informing the commissioners that the attendance is not in line with the policy. In <br />addition, in two or three weeks when all of the boards are full, a letter should be distributed to all <br />of the boards and commission members stating not only this policy, but also the policy of how to <br />present themselves in future meetings, etc. <br /> <br />Further discussion: Councilmember Elvig clarified that a letter will be distributed to the <br />commissioners with a question regarding their attendance to make them aware of the policy, and <br />that a letter will be distributed with all of this information to all board members after the boards <br /> <br /> City Council / January 24, 2006 <br /> Page 20 of 22 <br /> <br /> <br />
