Sharon Waletski, resident on 157th Lane NW, stated her concerns have been expressed. She <br />questioned how the roads are selected, as she also thinks the road is fine. She inquired if the <br />sewer will still be running through the swampland. <br /> <br />Assistant Public Works Director Olson replied the sewer will be installed in the wetland, rather <br />than the road. The reason 157th Lane was not viable for the sewer is because the trench would be <br />required to be very deep, and would require going from one house to another with the trench. <br />This would have been an impact on too many households. Secondly, the street supervisor drives <br />every mile of road in the City and rates each road based on what he sees. This program comes <br />directly from that rating. The priority is based on the conditions not only of this road, but <br />throughout the community. <br /> <br />Ms. Waletski inquired what an overlay entails. <br /> <br />Assistant Public Works Director Olson replied an overlay entails a new layer of bituminous on <br />top of the existing layer; 157th Lane does not have curb and gutter and will be shouldered. <br /> <br />Ms. Waletski inquired if this project has nothing to do with the sewer that will be coming in. <br /> <br />Assistant Public Works Director Olson replied that is accurate. <br /> <br />Councilmember Elvig requested an overview of the Street Maintenance Program and the peak <br />the program is currently going through. <br /> <br />City Engineer Jankowski explained the Street Maintenance Program includes preventative <br />maintenance. Typically after a road is constructed it will be sealcoated in five years, a second <br />sealcoat will be done in another seven years, and an overlay will be done in another seven years. <br />There was a peak in the City's road building between 1979 and 1983, with 40% of the City's <br />pavement constructed, and those pavements are reaching the overlay period. Some of the roads <br />have stretched the idealized maintenance cycle to try to facilitate the work that is required within <br />the budget. There is actually two elements considered with the determination of a street; one <br />aspect is this periodic maintenance, but also added to that is the rating and condition of the roads <br />that are considered. Some roads have been postponed in previous years, and the program is now <br />catching up and getting through these overlays. <br /> <br />Cecil Harbaugh, 6011 - 160th Lane NW, questioned if it is feasible to go over their road because <br />it is in such bad condition. <br /> <br />City Engineer Jankowski replied this has been done in the past and has been successful. <br />Generally if there are areas where the pavement has broken out the base will need to be repaired, <br />but as long as the pieces of pavement are still in the road it means the base is still under there. <br /> <br />Mr. Harbaugh inquired if there will be anything done on the driveway approaches. <br /> <br />City Engineer Jankowski replied the driveway will be blended in with the overlay, and concrete <br />drives will be matched into the groove. Sometimes there are drainage issues if there is <br />bituminous curb on the street, and the City can be contacted to rectify the problem. <br /> <br /> City Council !
