Mr. Harbaugh inquired what would be done with his driveway, which includes concrete to the <br />easement line and bituminous from there to the street. <br /> <br />City Engineer Jankowski replied it will be feathered in. <br /> <br />Mayor Gamec indicated residents can contact the individuals doing the blacktop work if they <br />have several feet at the end of the drive they would like filled in. This would need to be paid for <br />by the property owner. <br /> <br />Assistant Public Works Director Olson stated property owners should be cautious and not <br />assume these individuals will provide the lowest blacktopping cost. <br /> <br />Kathryn Richter, 8150 - 144th, stated their road only has about eight houses and this assessment <br />is on top of a 17.7% property tax increase this year. She wants to be sure this roadwork really <br />needs to be done. <br /> <br />Mayor Gamec explained property owners can petition if they do not want this work done. <br />However, if the project is counter-petitioned the property owners will need to pay the full cost <br />when repairs are needed. The City Engineers go out and physically look at the streets. He <br />explained generally the areas with less traffic are worse than the ones with more traffic due to the <br />road drying out and having less elasticity. <br /> <br />Councilmember Cook stated this project involves preventative maintenance. It is a lot cheaper to <br />sealcoat than reconstruct a street, and in the long nm it will save money. <br /> <br />Councilmember Elvig requested staff take an additional look at Ms. Richter's road. <br /> <br />Councilmember Olson stated she can sympathize with Ms. Richter. Her street gets very little <br />traffic and it is due for an overlay, and she has also had the tax increase. But this is a matter of <br />being pennywise and pound foolish if the work is not done. If the proper maintenance is not <br />done it is a lot more expensive later on. <br /> <br />Tom Miller, 16501 Kangaroo Street, stated his neighbors are adamant that they would rather not <br />have an overlay. <br /> <br />Mayor Gamec replied to deny the project a petition would be needed with over 50% of the <br />people that do not want the project done. If the project is counter-petitioned and the street breaks <br />up in the future the residents will pay the full cost of repair. <br /> <br />Mr. Miller inquired if this street can be separated out from the project for a counter-petition. <br /> <br />Mayor Gamec replied he would not support separating this street out of the project.
