Councihnember Connolly thanked her for this information and noted that it is important for the
Council to know how to represent their residents.

Mayor Pro tern Zimmen~nan stated there is nothing to prevent residents from forming a group to
support the Ramsey site.

Ms. Merritt stated she does not want this to become a struggle between Ramsey and Andover,
noting the Ramsey residents will support the School District decision but she wants to assure the
decision is in the best interest of all. She stated she wants Ramsey to be known as being
supportive of a site in Ramsey since there was not much representation from Ramsey at the
meeting.

Councilmember Anderson stated it would be within the discretion of the Council to take a
position but support for this site has not yet been discussed by the Council.

John Enstrom, 8702 - 181st Avenue NW, Ramsey, stated he is a 25-year Ramsey resident and
explained that his business requires him to travel on a weekly basis. He asked if the City
newsletter could include information on the previous Council meeting action so he could stay
abreast of City business. He stated that an informative newsletter would help him in that regard,
especially since he is located in the northwest comer of Ramsey that is more closely associated
with Elk River.

Councihnember Connolly noted that the meeting minutes are posted on the City's web site.

There was no other public input.

APPROVE AGENDA

Mayor Pro tem Zimmerman announced that Mayor Gamec is ill and not in attendance tonight.

Councilmember Hendriksen added item #14, Consider Quad Cities Cable Resolution.

Councilmember Anderson asked if the City Engineer would be in attendance and noted Page 231
of the meeting packet says the plans and specifications have been completed and are on the
Consent Agenda for authorization, but they are not included.

Director of Public Works/Fire Chief Kapler stated that the City Engineer would be in attendance
and noted the plans and specifications will be presented during Case #9 and suggested the
Consent Agenda indicate "as provided."

Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to approve the
agenda as amended.

City Council/January 25, 2000
