she does not want politics involved in the site selection and hopes all of the Ramsey
Councihnembers support a high school on the Ramsey site. She asserted it was the perfect site
for a technical school and also a perfect site for high school. Ms. Men-itt stated her daughter will
have to go to an elementary school in Anoka since the elementary school in Ramsey does not
have enough room for her. However, the Anoka school only contains kindergartners. She stated
the whole purpose of kindergarten is to transition students into elementary and asked how that
can be accomplished if the kindergarten is not located in an elementary school. Ms. Merritt
stated that she knows the Andover elementary school is over populated but she thinks the best
site for a community elementary school would be a site next to the Anoka High School and ice
arena. She stated she believes that all Ramsey parents are concerned about the Council
supporting a Ramsey high school site.

Mayor Pro tern Zimmerman stated it is good to hear these concerns.

Councilmember Hendriksen stated he has been waiting to leam when the City of Ramsey will be
invited into the process. He stated that the site selection issue has not been brought before the
Council and he wonders how it was presented before the Andover Council. He stated that he
also wonders how the technical school site was identified as the high schools site since that also
has not been addressed by the Council.

Ms. Merritt stated she works at the technical college and learned of the meeting by watching
community television.

Councilmember Hendriksen stated he has heard that a call was placed to Ramsey staff asking if
the site was still available but there has been no official action taken or request made by the
Ramsey City Council.

Ms. Merritt provided a copy of the information distributed at the meeting she attended and noted
the breakdown of dollars and sites.

Councilmember Anderson stated she also attended the meeting. She stated when she supported
the bond issue, at that time, she did not think the site would be in Ramsey since it is not centrally
located. However, then information came out that there was a Ramsey site. She stated she then
attended the school meeting and learned it was the technical school site that was being
considered. Councilmember Anderson stated that she learned the numbers work very well for
this site and it appears it is the best site of the four being considered. She commented on the
issues with the other three sites which make them not as desirable due to soil conditions and
prices.

Councilmember Connolly noted the School District has not had any formal discussions with the
City Council and she just learned about the potential Ramsey site from a Quad Cities broadcast.

Ms. Merritt stated she wants to assure the Council is on the same "page" as they are in
supporting a Ramsey site.

City Council/January 25, 2000
