3. Proposed Housing Project <br /> <br />City Administrator Norman stated that Mr. Bulow approached Council during one of their work <br />sessions to propose a housing project. He spoke about apartments and single-family homes. He <br />(Norman) and Ms. Frolik described the proposed plan to Council. Mr. Norman noted that <br />density was an issue when this first was shown to Council. <br /> <br />Upon review of the current proposal, consensus of the Council was that in concept, the plan <br />looks good. <br /> <br />Mr. Norman informed City Council that staff also had an opportunity to meet with property <br />owners and the Dunbar Development Corporation regarding concept plans for the Law property. <br />The plan included a senior apartment building and a couple different styles of town homes plus <br />single-family homes. The property is currently zoned business; however, the Comprehensive <br />Plan proposes higher density for this area. <br /> <br />It was mentioned that this may be a possible site for the proposed high school. <br /> <br />Councilmember Connolly stated she would like to see the area by the Mississippi West Park as a <br />possible site for the high school. <br /> <br />Councilmember Hendriksen suggested a 60 - 90 day moratorium to allow School District #11 <br />time to review sites for a new high school. <br /> <br />Getting back to the proposal for the Laws property, Councilmember Hendriksen stated that he <br />liked the first page of the plan. <br /> <br />4. High School Site Selection Process <br /> <br />Mr. Norman stated that, with regard to a site for the high school, he has been asked what land is <br />available and what's the status of the land to the west of Ramsey Boulevard. He stated that he <br />has told them the price we are negotiating. <br /> <br />Councilmember Connolly stated that she believes the criteria are different for a high school than <br />a vocational school. <br /> <br />Councilmember Hendriksen commented that Council was not asked to approve the agenda in the <br />beginning of this work session. Had that been done, he would have asked that #4 be split into <br />4A and 4B. 4A would have been as follows: identify all potential sites, articulate them and make <br />the School Board aware of them and, if necessary, do a moratorium for a brief period of time to <br />show the School Board Ramsey's sincerity. To have what happened at the last meeting is <br />ridiculous. We have been provided the criteria but it looks like a decision is made. He suggested <br />that the School Board is using this land in Ramsey as a deal for Andover to give the district a <br />better price. <br /> <br />City Council Work Session/January 31, 2000 <br /> Page 4 of 7 <br /> <br /> <br />
