Discussion ensued regarding sites in Ramsey. Mayor Gamec thought the District had narrowed
the search down to just two sites. Councilmember Anderson suggested that the District just kept
running into sites in Andover that had problems and then they saw a site in Ramsey that looked
pretty good.

Mr. Norman offered that staffwould identify some possible sites, describe them as far as acreage
and benefits and put a dollar value on them. The information will be brought to the City Council
for direction on what to send to the school district. Then, if the school district has any interest in
any of the sites, we will offer to them that a moratorium could be put on that parcel while they do
a feasibility study.

Councilmember Hendriksen asked why not just send the letter.

Mayor Gamec and Councilmember Anderson expressed concern that this would be considered
"taking action" at a work session.

Councilmember Hendriksen did not agree that it would be "taking action", it would simply be a
direction to staff to send a letter advising Anoka-Hennepin School District #11 of some possible
sites that may be feasible for a high school.

Mr. Norman agreed that he is able to take direction from Council and that he would have a letter
sent to the District.

6. Old Town Hall

Mr. Norman noted correspondence from the Historical Society asking for funding back because
certain things had not been done to the Old Town Hall.

Councilmember Anderson felt that all that needs to be done is to write a letter to ask for an
extension for using the funding.

Mr. Norman pointed out that the City Council had directed staff to do some research relating to
the Old Town Hall and that has not happened yet.

Mayor Gamec talked about Mr. John Westrum and some of the costs and ideas he came up with
for the Old Town Hall, which appeared to be a lot more reasonable than other estimates.

Discussion ensued regarding the development agreement and it was felt that it seemed only
advantageous for the bank. Mr. Norman offered that staff could look at the current agreement
with the bank and come back to the City Council with options that we may have.

Some of the questions Councilmember Hendriksen raised were: Was that portion (H) of the
agreement a part of the original agreement and did the turn lanes on the City's property show up
on the plans or did the bank just "do that".

City Council Work Session/January 31, 2000
Page 5 of 7
