It was agreed that maybe nothing could be done, but that the City should learn from this
situation.

Mr. Norman offered that staff could come back with an update of what we think is necessary to
finish this project. He will ask the City Attorney to work with him (Norman) on some of the
issues in the agreement. Maybe we should consider getting out of this agreement. He reported
that he will write a letter to the Historical Society asking for an extension and then he will be
giving the City Council an update on what is happening.

5. City Hall Remodeling

Mr. Norman disseminated proposed plans for the Community Development Department, the
present City Council Chambers, the Community Development Department and the Council
Chambers together, the Administrative Services Department, and an overall view of the upper
floor of City Hall.

Councilmember Connolly inquired about the reception area as she thought it was going to be
moved out into the lobby area.

Councilmember Hendriksen stated that he feels this City Hall should be made to last another five
years.

Mr. Norman stated that we are preparing the new fire station for a temporary use for Council
Chambers. He stated that he originally proposed that the Council Chambers go into the
basement and he has asked for an estimate of different options. Mr. Norman noted a memo from
QCTV regarding the cost of moving the cable equipment.

Councilmember Hendriksen suggested that the Engineering Department could be moved
downstairs instead which would eliminate moving the cable TV equipment twice. He expressed
concern with moving Council downstairs because of the poor sound and viewing quality for the
Cable TV. Councilmember Connolly's suggestion of moving the Council Chambers to the fire
station will relieve the situation of lack of office space sooner than building a new City Hall. He
also felt that the estimate of time to convert the cable is underestimated.

Mr. Norman felt that moving the Engineering Department downstairs is sending a poor message
to staff.

It was suggested that staff explore the use of portables.

Councilmember Hendriksen disagreed that his suggestion is sending a poor message to staff. We
are trying to get good people on staff, get help for staff, and promote staff. He suggested that
Mr. Norman should talk with staff to let them know what is happening and tell them between
now and then this is what is going to take place. He suggested that Mr. Norman needs to
promote this and the fact that it may be less than desirable, it is only for about six months
maximum.

City Council Work Session/January 31, 2000
Page 6 of 7
