include rite stations as permitted uses. The facility is proposed to have one access onto <br />Armstrong Boulevard NW. The site is not in the Metropolitan Urban Service Area and will be <br />serviced with an on-site well and septic system. The building is proposed to be 10,856 square <br />feet in size. Lot coverage, including impervious surfaces, is restricted to 25% of the lot area in <br />this residential district, or 54,450 square feet in this case. If the building only consumes one-fifth <br />of the coverage allowance, lot coverage compliance is not anticipated to be an issue. The final <br />site plan should include impervious surface calculations. The structure meets all of the setback <br />requirements and will be constructed of brick, pre-cast stone panels, and some decorative metal <br />panels. Council will have to specifically approve the use of the decorative metal panels. The <br />structure complies with the 35-foot height restriction, except that there is a decorative, metal <br />facade that is proposed to be attached to the hose tower. This decorative piece extends the height <br />of the building to 37 feet. City Code exempts fire hose towers from height restrictions, so no <br />variance will be necessary. A sufficient number of parking spaces are proposed and they will be <br />surfaced with bituminous. It is anticipated that the parking lot may be expanded to the west at <br />some point in the future. The final site plan should specify the use orB-612 concrete curb on the <br />perimeter of all bituminous except on the west boundary of the parking lot. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to approve the <br />proposed site plan for the fire station on Armstrong Boulevard NW, Ramsey, contingent upon <br />compliance with City staff review letter dated January 27, 2000. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #6: <br /> <br />Request for Final Plat Approval of Business Park 95 Eighth Addition; Case <br />of City of Ramsey <br /> <br />Community Development Director Frolik stated that the City of Ramsey is in the process of <br />platting another lot in the Business Park 95 Industrial Park. The area to be platted is generally <br />north of the intersection of 140th and Radium, and south of Industry Avenue. In the Industrial <br />District, the minimum lot size is one acre and the minimum lot width is 200 feet. The proposed <br />lot is 6.6 acres in size and is more than 300 feet wide at 140th and at Industry Avenue. The lot <br />width will be developed by Systematic Refrigeration and public access is planned from Radium <br />and 140th. Systematic Refrigeration plans to expand to the east in the future. In the event <br />Systematic Refi'igeration does not expand to the east and that property is developed by another <br />business, Outlot A has been platted in the southeast comer of the plat to provide for a future <br />extension of a public street to the east if it becomes necessary.
