Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Case #7: Discussion item: Highway #47 <br /> <br />1) Median at 142"a Avenue <br /> <br />City Administrator Norman stated that a topic discussed at length by the City Council has been <br />the possibility of a signalized intersection at 142''d Avenue or considering the possibility of <br />closing the median off to crossing traffic. A new option, which has been proposed by the design <br />consulting firm of SRF, has a limited crossing median. Under this proposal, left-hand tums from <br />either direction of 142''a would be prohibited. <br /> <br />Denny Eyler, SRF, stated that the treaty that was negotiated with MnDOT was to look at the <br />need for signalization at the intersection of T.H. #47 and 142''a Avenue. A traffic analysis was <br />completed and the intersection presented levels necessary for signalization, but MnDOT's <br />opinion was that with signalization of the intersection of C.R. #5 and Xkimo Street, the need will <br />no longer exist for signalization at T.H. #47 and 142''d Avenue, but noted that another traffic <br />analysis will be completed after the signalization at C.R. #5 and Xkimo is installed. If the <br />intersection no longer warrants signalization, the proposal of prohibiting left-hand tums onto <br />T.H. #47 would be an alternative. Anyone traveling along T.H. #47 would still have full access. <br /> <br />City Administrator Norman inquired if the change to the intersection would delay the T.H. #47 <br />improvement project. <br /> <br />Mr. Eyler replied that the change would only be considered minor and not delay the project. <br /> <br />City Administrator Norman inquired about a full median being installed. <br /> <br />Mr. Eyler replied that one advantage of doing something more restrictive with the intersection is <br />it would allow better crossing for pedestrians. <br /> <br />Councihnember Hendriksen inquired if traffic on T.H. #47 would have a turn lane. <br /> <br />Mr. Eyler replied yes. <br /> <br />Councilmember Hendriksen stated that the restrictive'intersection is what he would like to see if <br />the intersection cannot be signalized. <br /> <br />Consensus of the Council was to direct SRF to proceed with the option of a restrictive <br />intersection at 142''d Avenue. <br /> <br />City Council/February 8, 2000 <br /> Page 12 of 15 <br /> <br /> <br />
