Voting No: None. <br /> <br />PUBLIC HEARING/COUNCIL BUSINESS <br /> <br />Case #1: 2000 Annual Street Maintenance Program <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:13 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:13 p.m. <br /> <br />Presentation <br /> <br />City Engineer Jankowski stated that the City performed its first sealcoating work in 1981, and <br />has had an annual program for addressing the preventative maintenance needs of its bituminous <br />streets since that time. Through the 1990 program, it was the City's policy to assess the total <br />cost of this program. Beginning in 1991, the City changed its policy, and now assesses 50 <br />percent of the total project cost. The City has a considerable investment in the 133 miles of <br />paved roadway for which it is responsible. It is estimated that the replacement costs of the <br />bituminous and road base approaches $10 million. In order to preserve the investment in its <br />bituminous pavements, the City has a maintenance goal of applying a sealcoat to new pavements, <br />including overlays after a five-year period and to reseal and overlay as needed at seven-year <br />succeeding intervals. This year's program consists of five individual projects, covering 9.3 <br />miles. All five projects involve 1-1/2 inch bituminous overlays. Projects have been aggregated <br />by properties having similar lot sizes and pavement conditions, usually by subdivision.
