Councilmember Anderson asked about the number of units - was it 144 we envisioned?

Ms. Frolik replied that we have to look at the entire area.

A comment was made that the City is interested in less heavy density.

Mike Black, Developer, noted that the site proposed for apartments is 10 acres so the overall
density would be 14.4 a gross acre - that would include the wetland.

Councilmember Connolly stated she would like a list of other cities that have this type of project
- listing how high the rent is and is there a sunset clause.

Mr. Dunbar felt that could all be worked out with the City.

Councilmember Anderson inquired if management is a problem.

Mr. Dunbar stated that they would propose that management be done through them - and that
would be Great Lakes Management.

Councilmember Hendriksen stated he has a theory - the closer you put people together - the
more they require - with regard to parks, etc. On one end, we are creating greater needs from the
City.

Funding, valuation and taxes were talked about.

Councilmember Anderson inquired if there is a way to reduce density.

Mr. Dunbar replied that they are looking at the 12 to 14 density range to make it work.

Councilmember Hendriksen stated that the issue is with putting high density close to low
density.

Mr. Dunbar described the type of apartments - pointing out that they are not the corm~on
corridor type. He talked about exits and entrances and added that he may need to discuss that all
further with staff. He added that they just wanted to get some feedback from Council - so they
would know whether to go ahead and get the land.

#3: Ace Solid Waste Proposed Development

City Administrator Norman stated that Ace Solid Waste is proposing a project on a site in
Ramsey. The parcel is 10 acres currently owned by Mate. Ace is currently in Coon Rapids.
They have negotiated a selling price which is about $300,000.

Mike Mulrooney, Economic Development Consultant, stated that the cost of the property is
$300,000 and the developers are asking for City financing of $150,000.
